LEGISLATIVE COUNSEL'S DIGEST SB 905, as introduced, Berryhill. Horse racing: California Horse Racing Board. The Horse Racing Law provides that no member of the California Horse Racing Board is disqualified from receiving a share of any purse awarded him as the result of any horse race as an owner of a horse or as a breeder of a California-bred horse. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 19424 of the Business and Professions Code is amended to read: 19424.  No   A  board member is  not  disqualified from receiving a share of  any   a  purse awarded him  or her  as the result of  any   a  horse race as an owner of a horse or as a breeder of a California-bred horse.
