BILL NUMBER: SB 963INTRODUCED BILL TEXT INTRODUCED BY Senator Anderson FEBRUARY 8, 2016 An act to amend Section 42238.07 of the Education Code, relating to education finance. LEGISLATIVE COUNSEL'S DIGEST SB 963, as introduced, Anderson. Education finance: local control funding formula: supplemental and concentration grants. Existing law establishes a public school financing system that requires state funding for county superintendents of schools, school districts, and charter schools to be calculated pursuant to a local control funding formula, as specified. Existing law requires funding pursuant to the local control funding formula to include, in addition to a base grant, supplemental and concentration grant add-ons that are based on the percentage of pupils who are English learners, foster youth, or eligible for free or reduced-price meals, as specified, served by the county superintendent of schools, school district, or charter school. Existing law requires the State Board of Education to adopt regulations that govern the expenditure of funds apportioned pursuant to the supplemental and concentration grant add-ons. This bill would make nonsubstantive changes to the provision requiring the state board to adopt regulations that govern the expenditure of funds apportioned pursuant to the supplemental and concentration grant add-ons. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1.
