 BILL NUMBER: SCA 2INTRODUCED BILL TEXT INTRODUCED BY Senator Huff JANUARY 29, 2015 A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 1 of Article II thereof, relating to elections. LEGISLATIVE COUNSEL'S DIGEST SCA 2, as introduced, Huff. Elections: initiative, referendum, and recall. The California Constitution provides that all political power is inherent in the people and that government is instituted for their protection, security, and benefit. The California Constitution provides that the people have the right to alter or reform government when the public good may require. This measure would make technical, nonsubstantive changes to this provision. Vote: 2/3. Appropriation: no. Fiscal committee: no. State-mandated local program: no. Resolved by the Senate, the Assembly concurring, That the Legislature of the State of California at its 2015-16 Regular Session commencing on the first day of December 2014, two-thirds of the membership of each house concurring, hereby proposes to the people of the State of California, that the Constitution of the State be amended as follows: That Section 1 of Article II thereof is amended to read: SECTION 1. All political power is inherent in the people. Government is instituted for  their   the people' s  protection, security, and benefit, and they   benefit. The People  have the right to alter or reform  it   government  when the public good may require.
