LEGISLATIVE COUNSEL'S DIGEST SCA 2, as amended,  Huff   Nguyen  .  Elections: initiative, referendum, and recall.   Public postsecondary education: United States flag.   Existing law establishes the University of California, under the administration of the Regents of the University of California, the California State University, under the administration of the Trustees of the California State University, and the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as the 3 segments of public postsecondary education in this state.   This measure would provide that the display of the Flag of the United States on the grounds of a campus of the University of California, the California State University, or the California Community Colleges shall not be prohibited.   The California Constitution provides that all political power is inherent in the people and that government is instituted for their protection, security, and benefit. The California Constitution provides that the people have the right to alter or reform government when the public good may require.   This measure would make technical, nonsubstantive changes to this provision.  Vote: 2/3. Appropriation: no. Fiscal committee: no. State-mandated local program: no. Resolved by the Senate, the Assembly concurring, That the Legislature of the State of California at its 2015-16 Regular Session commencing on the first day of December 2014, two-thirds of the membership of each house concurring, hereby proposes to the people of the State of California, that the Constitution of the State be amended as follows:    That Section 1 of Article II thereof is amended to read: SECTION 1. All political power is inherent in the people. Government is instituted for the people's protection, security, and benefit. The People have the right to alter or reform government when the public good may require.   That Section 10 is added to Article IX thereof, to read:   SEC. 10. Display of the Flag of the United States shall not be prohibited on the grounds of a campus of the University of California, the California State University, or the California Community Colleges.
