The charging infrastructure should be based on open communication and payment standards that allow customers to readily access electricity as a fuel.(5) The State Energy Resources Conservation and Development Commission should work with the State Air Resources Board and the Public Utilities Commission to direct electrical corporations to agree on and implement standards for charging infrastructure to ensure grid integration and cost effective use of public funds.(b) It is the policy of the state and the intent of the Legislature to encourage transportation electrification as a means to achieve ambient air quality standards and the states climate goals.SEC. 2.
