The Legislature finds and declares both of the following:(a) Hospitals are now experiencing extremely long wait times for approval of applications to modify their license so as to expand or add services, change the location of a service, or change the ownership of a hospital.(b) It is the intent of the Legislature to subsequently amend this measure to include provisions that would make sufficient resources and staffing available to the State Department of Public Health, including external consultation services, as necessary for the departments hospital licensing and certification programs to be able to approve applications for licensure changes described in subdivision (a) within 60 days of receipt of the application, including, but not limited to, completion of an onsite survey and all other work associated with making changes to the hospital license.
