The bill would also subject a person who violates that prohibition involving those types of memorials to a fine of not more than $2,500 and a minimum 48 hours of community service, as specified. By expanding the scope of a crime, this bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
