andWHEREAS, Funding NASA will benefit humankind, just as the inventions of the airplane, space shuttle, satellite, radar, and exploration rovers have benefited civilization; these technologies are made possible by institutions such as NASA, for they devote their purpose to such developments; andWHEREAS, The government should be eager and willing to allocate funding to NASA because such an investment will undoubtedly benefit the country in profound ways, and it is in our best interest to invest in and shape our future; andWHEREAS, Thanks to initiatives such as those of NASA, we have developed creations like the spacecraft, moon rover, Mars rover, and International Space Station, and it is wise to continue to encourage creative initiatives; andWHEREAS, Recently signed legislation, the National Aeronautics and Space Administration Transition Authorization Act of 2017 (Public Law 115-10), authorizes new funding enabling NASA to undertake advanced projects and continue to explore the possibilities of technology; andWHEREAS, Projects initiated by NASA pushed the bounds of human achievement, including the development of the Space Shuttle, Moon rover, Mars rover, and International Space Station, and it is advantageous to continue to encourage these types of creative initiatives; andWHEREAS, Technologies developed to make space exploration possible have additionally advanced innovations across multiple industry sectors resulting in new products that provide tangible benefits to modern life on earth; andWHEREAS, A number of successful public-private partnerships have helped leverage capabilities to meet NASAs strategic goals and should be expanded; andWHEREAS, With current technology advances, a manned mission to Mars is viable within the next 10 to 20 years, but in order to reach these next steps in space exploration, we must provide the necessary funding and resources to explore critical options; andWHEREAS, An increase in funding for aerospace and technology initiatives will surely encourage the country to realize and believe in the true importance of the contributions that NASA makes to our success and development; andWHEREAS, NASA has consistently contributed to the benefit of California with three locations in the state, as well as to the nation; andWHEREAS, The three locations in California are the Ames Research Center at Moffett Airfield in Mountain View, the Armstrong Flight Research Center at Edwards Air Force Base in Antelope Valley, and the Jet Propulsion Laboratory in Pasadena; andWHEREAS, NASA also adds to the benefit of California through other facilities that are expanding access to space such as the launch site and payload integration facility at Vandenberg Air Force Base in the County of Santa Barbara, the Mojave Air and Space Port in the County of Kern, which is a testing ground for craft such as the X-37, and the SOFIA Program aircraft located at Air Force Plant 42 in Palmdale; andWHEREAS, An increase in the NASA budget would help further these goals; and now, therefore, be itWHEREAS, It is critical that society be willing and eager to invest in the future for the advancement of humankind; now, therefore, be it Resolved by the Assembly and the Senate of the State of California, jointly, That the Legislature urges the President and the Congress of the United States to work together to create a comprehensive approach to continue to solve our nations need to progressively increase the NASA budget, using the principles described in this resolution; continue to place an emphasis on increasing funding to NASAs budget and encouraging the expansive use of public-private partnerships to propel the industry forward into the next generation of advancement; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President and Vice President of the United States, to the Speaker of the House of Representatives, to the President Pro Tempore of the Senate, to the Majority Leader of the Senate, to the National Aeronautics and Space Administration, and to each Senator and Representative from California in the Congress of the United States.
