The Charge Ahead California Initiative, administered by the state board, includes goals of, among other things, placing in service at least 1,000,000 zero-emission and near-zero-emission vehicles by January 1, 2023, and increasing access for disadvantaged, low-income, and moderate-income communities and consumers to zero-emission and near-zero-emission vehicles.Existing law establishes the Air Quality Improvement Program that is administered by the State Air Resources Board for the purposes of funding projects related to, among other things, reduction of criteria air pollutants and improvement of air quality. Pursuant to the Air Quality Improvement Program, the state board has established the Clean Vehicle Rebate Project to promote the production and use of zero-emission vehicles and the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project to provide vouchers to help California fleets purchase hybrid and zero-emission trucks and buses.This bill would require the state board, for the purposes of public and private sector vehicle fleets, to develop electric zero-emission vehicle adoption targets for 2021 and subsequent years, as specified, and make available to the owners of vehicle fleets research and support in order to facilitate the adoption of electric zero-emission vehicles, as specified.(2) Existing law requires the Secretary of Government Operations, in consultation with the Department of General Services and other specified state agencies, to develop, implement, and submit to the Legislature and the Governor a plan to improve the overall state vehicle fleets use of alternative fuels, synthetic lubricants, and fuel-efficient vehicles by reducing or displacing the consumption of petroleum products by the state fleet when compared to the 2003 consumption level, based on a specified schedule.This bill would require the Department of General Services, beginning no later than the 202425 fiscal year, to ensure at least 50% of the passenger vehicles and light-duty vehicles purchased for the state vehicle fleet each fiscal year are zero-emission vehicles.Digest Key Vote: MAJORITY  Appropriation: NO  Fiscal Committee: YES  Local Program: NO Bill TextThe people of the State of California do enact as follows:SECTION 1. The Charge Ahead California Initiative, administered by the state board, includes goals of, among other things, placing in service at least 1,000,000 zero-emission and near-zero-emission vehicles by January 1, 2023, and increasing access for disadvantaged, low-income, and moderate-income communities and consumers to zero-emission and near-zero-emission vehicles.Existing law establishes the Air Quality Improvement Program that is administered by the State Air Resources Board for the purposes of funding projects related to, among other things, reduction of criteria air pollutants and improvement of air quality.
