Transportation and land use.Existing law, the Planning and Zoning Law, requires a county or city, including charter cities, to adopt a comprehensive, long-term general plan for the physical development of the county or city and requires that the general plan contain certain mandatory elements, including a circulation element. Existing law requires the circulation element to be modified to plan for a balanced, multimodal transportation network that meets the needs of all uses of streets, roads, and highways for safe and convenient travel. Existing law defines users of streets, roads, and highways to include, among others, bicyclists, children, and pedestrians.
