The California Housing Finance Agency.Existing law establishes the Department of Housing and Community Development in the Business, Consumer Services, and Housing Agency and makes the department responsible for administering various housing programs throughout the state. Existing law establishes the California Housing Finance Agency in the department for the primary purpose of meeting the housing needs of persons and families of low or moderate income. Existing law specifies that the agency is a state representative for purposes of receiving and allocating financial aid and contributions from agencies of the federal government that are provided to the state or to the agency for the purpose of subsidizing housing for persons and families of low or moderate income and it has priority among all other units of state government for receipt of federal housing subsidies, as specified. Existing law establishes the Strategic Growth Council consisting of the chief officer of various state agencies and public members, as specified. Existing law requires the Strategic Growth Council to, among other things, develop and administer the Affordable Housing and Sustainable Communities Program, pursuant to which the council provides funding to eligible projects in accordance with specified objectives and criteria.This bill would require the California Housing Finance Agency to collaborate with the Strategic Growth Council, the Department of Housing and Community Development, and the Treasurers office in order to determine a consolidated process for various affordable housing projects to apply for bond money, tax credits, and Affordable Housing and Sustainable Communities grants and loans.Existing law requires a local agency disposing of surplus land to send, prior to disposing of that property, a written offer to sell or lease the property for specified purposes including for developing low- and moderate-income housing, for park and recreational purposes or open-space purposes, for school facilities construction, for enterprise zone purposes, or for developing property located within an infill opportunity zone, unless the land is exempt surplus land, as defined.This bill would make nonsubstantive changes to those provisions.Digest Key Vote: MAJORITY Appropriation: NO Fiscal Committee: NOYES Local Program: NO Bill TextThe people of the State of California do enact as follows:SECTION 1.
