The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique conditions in the City of San Diego that make it necessary to expeditiously develop and construct the Pure Water San Diego Program water facilities described in this measure.SECTION 1.Section 51051.5 is added to the Health and Safety Code, to read:51051.5.(a)The agency, in collaboration with the Treasurers office shall convene a stakeholder group that includes developers to identify actions that can be taken to streamline the application process for all of the following:(1)An allocation of a portion of the state ceiling, as defined in Section 8869.82 of the Government Code, pursuant to Chapter 11.8 (commencing with Section 8869.80) of Division 1 of Title 2 of the Government Code.(2)An allocation of state or federal low-income housing tax credits pursuant to Chapter 3.6 (commencing with Section 50199.4) of Part 1. (3)Mixed income multifamily housing for lower to moderate-income households pursuant to Chapter 6.7 (commencing with Section 51325) of Part 3.(b)The stakeholder process shall be completed by January 1, 2021, and the actions identified shall be reported to the Legislature on or before June 30, 2021.(c)(1)The requirement for submitting a report imposed under subdivision (b) is inoperative on January 1, 2025, pursuant to Section 10231.5 of the Government Code.(2)A report required to be submitted pursuant to subdivision (b) shall be submitted in compliance with Section 9795 of the Government Code.

The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique conditions in the City of San Diego that make it necessary to expeditiously develop and construct the Pure Water San Diego Program water facilities described in this measure.

### SEC. 3.
(a)The agency, in collaboration with the Treasurers office shall convene a stakeholder group that includes developers to identify actions that can be taken to streamline the application process for all of the following:
(1)An allocation of a portion of the state ceiling, as defined in Section 8869.82 of the Government Code, pursuant to Chapter 11.8 (commencing with Section 8869.80) of Division 1 of Title 2 of the Government Code.
(2)An allocation of state or federal low-income housing tax credits pursuant to Chapter 3.6 (commencing with Section 50199.4) of Part 1.
(3)Mixed income multifamily housing for lower to moderate-income households pursuant to Chapter 6.7 (commencing with Section 51325) of Part 3.
(b)The stakeholder process shall be completed by January 1, 2021, and the actions identified shall be reported to the Legislature on or before June 30, 2021.
(c)(1)The requirement for submitting a report imposed under subdivision (b) is inoperative on January 1, 2025, pursuant to Section 10231.5 of the Government Code.
(2)A report required to be submitted pursuant to subdivision (b) shall be submitted in compliance with Section 9795 of the Government Code.
