Existing law, the State Housing Law, among other things, requires the Department of Housing and Community Development (department) to propose the adoption, amendment, or repeal of specified building standards related to residential structures in accordance with the California Building Standards Law.This bill would require the commission, commencing with the next triennial edition of the California Building Standards Code adopted after January 1, 2021, to adopt, approve, codify, and publish mandatory building standards that require the installation of a seismic gas shutoff device, as defined, in any newly constructed, rehabilitated, renovated, or reconstructed residential structure, as defined. The bill would require the department to propose those building standards and submit them to the commission pursuant to the State Housing Law. The bill would specify that these building standards do not supersede any ordinance adopted by the governing body of a city, county, or city and county, as described above, that is consistent with those building standards. By adding to the duties of local officials with respect to enforcing building standards, this bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
