This bill would prohibit, commencing with the 202021 school year, Teach for America teachers from being assigned, pursuant to the Teach for America program, a local educational agency, as defined, from entering into a contract with a third-party organization to employ teachers who commit to teaching in the organization for less than 5 years, employ teachers to teach at any California public school, including a charter school, school maintained by the local educational agency that has at least 40% of its pupils being from low-income families, as specified pursuant to Title I of the federal Elementary and Secondary Act of 1965. 1965, or pay the organization any fee associated with interviewing or hiring a teacher candidate. To the extent that this the bill would increase duties on school districts and charter schools, local educational agencies, it would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
