(b) A lack of reliable broadband service prevents farmers from using cutting-edge technologies and real-time data inputs to make agricultural production more efficient and environmentally sustainable.(c) Existing remote sensor-based technologies require broadband access to monitor soil moisture, which allows farmers to optimize water consumption to improve yields, reduce overwatering to prevent groundwater contamination, promote crop sustainability, and reduce overall greenhouse gas emissions.(d) High-speed broadband access can improve weather prediction capabilities to inform experimental approaches to crop management. It also creates opportunities for farmers to connect and partner with university researchers and attend educational events online to improve land management techniques.(e) High-speed broadband access improves a farmers ability to consistently collect and report data necessary to inform statewide efforts to reduce groundwater contamination and improve access to safe drinking water.(f) Recognizing the importance of universal high-speed broadband access, the Legislature established the California Broadband Council in 2010 to promote high-speed broadband deployment in unserved and underserved communities and to increase broadband adoption statewide.(g) The California Broadband Council identifies state and federal resources, encourages public and private partnerships, and recommends strategic policy and legislation to support the provision of high-speed broadband access throughout California.(h) The membership of the California Broadband Council includes the State Chief Information Officer, President of the Public Utilities Commission, Secretary of Emergency Management, Superintendent of Public Instruction, Director of General Services, Secretary of Transportation, President of the California Emerging Technology Fund, and members of the Legislature.(i) The current membership of the California Broadband Council does not include a dedicated seat for a member of the agricultural community such as the Secretary of the Department of Food and Agriculture.(j) It is the intent of the Legislature that California be a global leader in the deployment and adoption of high-speed broadband technology and on the cutting-edge of precision agriculture and sustainable farming practices.(k) It is the intent of the Legislature to promote universal high-speed broadband service in furtherance of the states climate and clean water goals and improve the overall well-being of urban and rural communities across California.SEC. 2.
