The bill would make related findings and declarations.Digest Key Vote: MAJORITY  Appropriation: NO  Fiscal Committee: YES  Local Program: NO Bill TextThe people of the State of California do enact as follows:SECTION 1.The Legislature finds and declares all of the following:(a)Many rural, agricultural, and low-income communities across the state lack reliable and affordable high-speed broadband service, which creates barriers to health care access, educational equity, sustainable agriculture, emergency response capabilities, and economic development.(b)A lack of reliable broadband service prevents farmers from using 21st-century technologies to make agricultural production more efficient and environmentally sustainable.(c)Broadband-enabled soil moisture monitors allow farmers to access real-time data from the field to optimize water consumption, improve yields, reduce overwatering, prevent groundwater contamination, and reduce greenhouse gas emissions.(d)Californias 1,133 public libraries play a critical role in achieving digital equity by offering free access to computers, the internet, and other technology tools, which provide critical support to rural, agricultural, and low-income communities without access to reliable, affordable, and high-speed broadband service.(e)The basic and advanced technology access and training available in Californias public libraries strengthen local communities and improve the ability of farmers, agricultural workers, and all Californians to succeed in a 21st-century economy.(f)The Legislature established the California Broadband Council in 2010 to promote high-speed broadband deployment in unserved and underserved communities and to increase broadband adoption statewide.(g)The current membership of the California Broadband Council does not include a dedicated seat for the Secretary of the Department of Food and Agriculture or the State Librarian.(h)It is the intent of the Legislature that California be a global leader in the deployment and adoption of high-speed broadband technology to promote sustainable agriculture, public safety, and health and educational equity in rural, agricultural, and low-income communities statewide.SEC. 2.SECTION 1. Section 8886 of the Government Code is amended to read:8886.
