Public transit: transit stations: lactation rooms.Existing law requires the airport manager of an airport operated by a city, county, city and county, or airport district that conducts commercial operations and that has more than one million enplanements a year, or upon new terminal construction or the replacement, expansion, or renovation of an existing terminal, to provide a room or other location at each airport terminal behind the airport security screening area for members of the public to express breast milk in private.Existing law imposes various requirements on transit operators and on buildings open to the public.This bill would require a specific multimodal transit station stations, and multimodal transit stations that meets meet certain criteria, including that it has an enclosed waiting room of no less than 4,000 square feet, or a transit station that is proposed to serve Californias high-speed rail system, that commences operations that begin construction or a renovation on or after January 1, 2021, to include a lactation room. To the extent the bill imposes additional duties on a local agency, the bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Cabral Station in the City of Stockton.(F) Sacramento Valley Station in the City of Sacramento.(G) San Jose Diridon Station in the City of San Jose.(H) Santa Fe Depot in the City of San Diego.(I) Santa Fe Passenger Depot in the City of Fresno.(J) Salesforce Transit Center in the City of San Francisco.(K) A rail station that meets all of the following criteria:(A)(i) The rail station supports the operation of an intercity rail service established pursuant to Article 5 (commencing with Section 14070) of Chapter 1 of Part 5 of Division 3 of Title 2 of the Government Code. Code, or the rail station is, or is planned to be, served by Californias high-speed rail system pursuant to the Safe, Reliable High-Speed Passenger Train Bond Act for the 21st Century (Chapter 20 (commencing with Section 2704) of Division 3 of the Streets and Highways Code). (B)(ii) The rail station serves as a stop or transfer point for a bus, light rail, or commuter rail service. between intercity rail or high-speed rail and local or regional rail or bus service.(C)(iii) The rail station has an enclosed waiting room a publicly accessible indoor area of no less than 4,000 5,000 square feet and includes a public restroom.(iv) The rail station has staff onsite during hours of operation.(b) A multimodal transit station, or a transit station that is proposed to serve Californias high-speed rail system pursuant to the Safe, Reliable High-Speed Passenger Train Bond Act for the 21st Century (Chapter 20 (commencing with Section 2704) of the Streets and Highways Code), that commences operations or a renovation station that begins construction or renovation on or after January 1, 2021, shall include a lactation room.SEC. 2.SEC. 3. (b) A multimodal transit station, or a transit station that is proposed to serve Californias high-speed rail system pursuant to the Safe, Reliable High-Speed Passenger Train Bond Act for the 21st Century (Chapter 20 (commencing with Section 2704) of the Streets and Highways Code), that commences operations or a renovation station that begins construction or renovation on or after January 1, 2021, shall include a lactation room.

SEC. 2.SEC. 3. If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
