Existing law requires an armory to be offered for sale to any city, county, city and county, and district prior to being offered for sale to private entities or individuals. Existing law establishes the Armory Fund and requires that all proceeds from the sale or lease of armories be deposited into the fund for use, upon appropriation by the Legislature, for specified purposes related to armories. Existing law authorizes the sale of the Reedley Armory pursuant to these provisions.This bill would, notwithstanding the previous authorization to sell the armory, require the Director of General Services to transfer ownership of the armory to the City of Reedley for the purpose of providing services to veterans and the families of veterans. that improve the quality of life for veterans and their families, as specified. The bill would provide that if if, on or before January 1, 2025, the armory ceases to be used for services for veterans or their families these purposes for a continuous period of 24 12 months, the City of Reedley will have a period of 6 months to purchase the property, and if the property is not purchased, purchased for a specified amount, it will revert back to the state.Digest Key Vote: MAJORITY  Appropriation: NO  Fiscal Committee: YES  Local Program: NO Bill TextThe people of the State of California do enact as follows:SECTION 1. (a) Notwithstanding Chapter 726 of the Statutes of 2018, the Director of General Services shall transfer ownership of the approximately two acres of real property with improvements made thereon, located at 601 E. 11th Street, Reedley, California, known as the Reedley Armory, to the City of Reedley for the purpose of providing services to veterans and the families of veterans. if the following conditions are met:(1) The property is used for the sole purpose of providing supportive services that improve the quality of life for veterans and their families. Supportive services provided may include, but are not limited to, behavioral health services, counseling, social services, case management, affordable housing, and employment training and placement.(2) The City of Reedley continues to operate and maintain the property, consistent with safe usage for clients, and invests in upgrades to the property, including, but not be limited to, heating, ventilation, air conditioning, and gender-neutral bathrooms.(b) If If, on or before January 1, 2025, the property transferred in subdivision (a) ceases to be used for services to veterans or their families as required in subdivision (a) for a continuous period of 24 12 months, the City of Reedley shall have a period of six months to purchase the property for the sum of two hundred fifty thousand dollars ($250,000), pursuant to Section 435 of the Military and Veterans Code, and if it is not purchased, the property shall revert back to the state.
