A contract may be renewed for up to two additional terms of not less than 60 months each with the initial term commencing upon public launch of the private industry partner program.(b) The purpose of a partnership created pursuant to this section is to provide new revenue to the state by increasing public interest in and access to specialized and environmental license plates.(c) A license plate designed, manufactured, ordered, or delivered pursuant to a contract authorized by this section shall comply with all applicable provisions of this code regarding specialized and environmental license plates, except that there shall be no required minimum number of applications per particular special interest plate as set forth in Section 5060. The department shall retain the authority to reject any design or registration number pursuant to any provision of this code. The department shall have the authority to offer private industry partner license plates to the public for annual and multiyear term lengths.(d) A contract entered into pursuant to this section shall provide sufficient revenue to the department to offset any cost incurred by the department for the setup and ongoing maintenance of the program.
