Transportation network companies: participating drivers: annual safety certificates.The Passenger Charter-party Carriers Act provides for the regulation of transportation network companies by the Public Utilities Commission. The act defines a transportation network company to mean an organization operating in California that provides prearranged transportation services for compensation using an online-enabled application or platform to connect passengers with drivers using a personal vehicle, as provided. The act also defines a participating driver as any person who uses a vehicle in connection with a transportation network companys online-enabled application or platform to connect with passengers.
