Existing law requires the Office of Emergency Services and the Department of Forestry and Fire Protection, through a joint powers agreement pursuant to the Joint Exercise of Powers Act, to develop and administer a comprehensive wildfire mitigation program to, among other things, encourage cost-effective structure hardening and retrofitting to create fire-resistant homes, businesses, and public buildings. This bill would establish the California Fire Safe Council in the Natural Resources Agency consisting of 11 members, as specified. The bill would require the council to identify programs administered by public agencies to address and minimize the risks of wildfire and to coordinate the implementation of those programs, to identify public and private programs that may be leveraged to facilitate structure-hardening and community resilience to minimize the impacts of wildfire to habitable structures, to conduct public outreach effects to regional and local wildfire mitigation groups, and to recommend make recommendations to the Legislature on how the programs identified by the council can be coordinated to increase the effectiveness of those programs. (a) The California Fire Safe Council is hereby established in the Natural Resources Agency consisting of 11 members as follows:(1) The Secretary of the Natural Resources Agency or the secretarys designee.(2) The Director of Forestry and Fire Protection or the directors designee.(3) The Director of Emergency Services or the directors designee.(4) The Director of Conservation or the directors designee.(5) A representative from a state conservancy appointed by the Secretary of the Natural Resources Agency who shall serve at the pleasure of the secretary.(1)Seven(6) Two public members appointed by the Secretary of the Natural Resources Agency.(2)(7) Two public members appointed by the Speaker of the Assembly.(3)(8) Two public members appointed by the Senate Committee on Rules.(b) (1) Each public member shall have a demonstrated background in fire prevention, fire mitigation, or fire science and shall, except as provided in paragraph (2), serve for a term of four years. The terms of the members shall be staggered, in accordance with paragraph (2).(2) TheSpeaker of the Assembly Secretary of the Natural Resources Agency, the Speaker of the Assembly, and the Senate Committee on Rules shall designate one member it they initially appoints appoint to the council to serve a two-year term. The Secretary of the Natural Resources Agency shall designate four members the secretary appoints to the council to serve a two-year term.(3) The chair of the council shall be a public member elected by a majority of the council.(4) Public members shall serve without compensation, but each public member of the council shall be reimbursed for that public members actual and necessary expenses incurred in the performance of the public members duties pursuant to this chapter.(c) The California Fire Safe Council council shall meet at least six times a year and shall do all of the following:(1) Identify programs administered by state, regional, and local agencies to address and minimize the risks of wildfire and coordinate the implementation of those programs.(2) Identify public and private programs that may be leveraged to facilitate home hardening and community resiliency to minimize the impacts of wildfire to habitable structures. (3) Conduct outreach efforts to regional and local wildfire mitigation groups.(4) Recommend Make recommendations to the Legislature on how programs identified pursuant to paragraphs (1) and (2) can be coordinated to increase the effectiveness of those programs.(d) The Natural Resources Agency shall post on its internet website the membership of the council and recommendations made by the council pursuant to paragraph (4) of subdivision (c).SEC. 3. The sum of Upon appropriation by the Legislature, an amount not to exceed seven million dollars ($7,000,000) shall be appropriated available from the Greenhouse Gas Reduction Fund in the annual Budget Act for the 202122 fiscal year to the Natural Resources Agency for purposes of Chapter 13 (commencing with Section 4789.10) of Part 2 of Division 4 of the Public Resources Code.

(8) Two public members appointed by the Senate Committee on Rules.

(b) (1) Each public member shall have a demonstrated background in fire prevention, fire mitigation, or fire science and shall, except as provided in paragraph (2), serve for a term of four years. The terms of the members shall be staggered, in accordance with paragraph (2).

(2) TheSpeaker of the Assembly Secretary of the Natural Resources Agency, the Speaker of the Assembly, and the Senate Committee on Rules shall designate one member it they initially appoints appoint to the council to serve a two-year term. The Secretary of the Natural Resources Agency shall designate four members the secretary appoints to the council to serve a two-year term.

(3) The chair of the council shall be a public member elected by a majority of the council.

(4) Public members shall serve without compensation, but each public member of the council shall be reimbursed for that public members actual and necessary expenses incurred in the performance of the public members duties pursuant to this chapter.

(c) The California Fire Safe Council council shall meet at least six times a year and shall do all of the following:

(1) Identify programs administered by state, regional, and local agencies to address and minimize the risks of wildfire and coordinate the implementation of those programs.

(2) Identify public and private programs that may be leveraged to facilitate home hardening and community resiliency to minimize the impacts of wildfire to habitable structures. 

(3) Conduct outreach efforts to regional and local wildfire mitigation groups.

(4) Recommend Make recommendations to the Legislature on how programs identified pursuant to paragraphs (1) and (2) can be coordinated to increase the effectiveness of those programs.

(d) The Natural Resources Agency shall post on its internet website the membership of the council and recommendations made by the council pursuant to paragraph (4) of subdivision (c).

SEC. 3. The sum of Upon appropriation by the Legislature, an amount not to exceed seven million dollars ($7,000,000) shall be appropriated available from the Greenhouse Gas Reduction Fund in the annual Budget Act for the 202122 fiscal year to the Natural Resources Agency for purposes of Chapter 13 (commencing with Section 4789.10) of Part 2 of Division 4 of the Public Resources Code. 

SEC. 3. The sum of Upon appropriation by the Legislature, an amount not to exceed seven million dollars ($7,000,000) shall be appropriated available from the Greenhouse Gas Reduction Fund in the annual Budget Act for the 202122 fiscal year to the Natural Resources Agency for purposes of Chapter 13 (commencing with Section 4789.10) of Part 2 of Division 4 of the Public Resources Code.
