The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs. Digest Key Fiscal Committee: YES Bill TextWHEREAS, High Desert State Prison Correctional Officer Richard Bianchi Bianchi, Jr., died in a single-vehicle crash in the early morning of June 25, 2020, while on his way to provide security coverage at a Redding hospital; and WHEREAS, Born on October 19, 1967, in Carmichael, California, to Richard Alan Bianchi Sr., and Carolyn Sue Bianchi, Richard was the middle of three children; and WHEREAS, Richard was an accomplished athlete in cross-country running and wrestling during his years at Lassen High School, and he continued through his passion for sports as a coach and enthusiastic fan at his childrens sporting events; andWHEREAS, Richard joined the United States Air Force in 1986, where he was stationed at Scott Air Force Base in Illinois; andWHEREAS, Upon returning home from his military service, Richard worked at his parents Midway Caf in Doyle, California while also enrolled at Truckee Meadows Community College; andWHEREAS, Richard met the love of his life, Pam, by coincidence when he accepted a ride home from her when his 1953 Chevrolet failed to start, forming a bond that would lead to their marriage in 1994; andWHEREAS, Over his 25-year marriage with Pam, Richard was blessed with two children, Richie and Rachel; andWHEREAS, Richard began his service with the Department of Corrections and Rehabilitation on October 18, 2010, where he was a part of the High Desert State Prison family since February 4, 2011; and WHEREAS, Richard was known for treating his fellow officers, along with inmates of the High Desert State Prison, with dignity and respect; andWHEREAS, Richard was admired for his kindness, generosity of spirit, love of family, eternal optimism, and genuine capacity to share time and talents with others; andWHEREAS, Correctional Officer Richard Bianchi Bianchi, Jr., was a consummate professional, as well as an excellent member of the High Desert State Prison team, who is more than deserving of honor for his service; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Route 36 near Susanville, where State Route 395 ends and switches over to State Route 36 in the County of Lassen, as the High Desert State Prison Correctional Officer Richard Bianchi Bianchi, Jr., Memorial Highway; and be it furtherResolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
