(a) It is the intent of the Legislature in the annual Budget Act each fiscal year to provide five hundred million dollars ($500,000,000), on an equal per-pupil basis, to local educational agencies for increasing mental health staff, specifically school psychologists and counselors, at each schoolsite to increase access for youth mental health services.(b) It is the intent of the Legislature that moneys included in the annual Budget Act for purposes described in subdivision (a) would count towards satisfying the minimum funding obligation under Section 8 of Article XVI of the California Constitution.(c) For purposes of this section, local educational agency means a school district, county office of education, and charter school.
