When an applicant for real estate license fails the qualifying examination, he the applicant may apply for reexamination by filing the appropriate application and fee.The application and fee for reexamination shall be filed and the reexamination taken within the two-year period following the date the application for examination was filed.SEC. 3. Section 11310.1 of the Business and Professions Code is amended to read:11310.1. Protection of the public shall be the highest priority for the Office Bureau of Real Estate Appraisers in exercising its licensing, regulatory, and disciplinary functions. Whenever the protection of the public is inconsistent with other interests sought to be promoted, the protection of the public shall be paramount.
