Provisions of the act apply to the University of California only to the extent that the Regents of the University of California act, by appropriate resolution, to make them applicable.This bill would require each campus of the California State University, and would request each campus of the University of California, to observe Lunar New Year and to be closed on that day, and when Lunar New Year falls on another holiday, to observe Lunar New Year on a preceding or following weekday. The bill would provide that employees of each campus of the California State University are entitled to, and that employees of each campus of the University of California are requested to be entitled to, a paid holiday on Lunar New Year if they are in a paid status during any portion of the working day immediately preceding or succeeding the Lunar New Year holiday.Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of postsecondary education in this state. When Lunar New Year falls on another holiday, each campus of the University of California is requested to observe Lunar New Year on a preceding or following weekday.(b) Employees of each campus of the University of California are requested to be entitled to a paid holiday on Lunar New Year if they are in a paid status during any portion of the working day immediately preceding or succeeding the Lunar New Year holiday.(c) If this section is in conflict with the provisions of a memorandum of understanding reached pursuant to Chapter 12 (commencing with Section 3560) of Division 4 of Title 1 of the Government Code, the memorandum of understanding shall be controlling without further legislative action, except that if those provisions of a memorandum of understanding require the expenditure of funds, the provisions shall not become effective unless approved by the Legislature in the annual Budget Act. 92689. (a)The board shall appoint a chief executive officer, to be known as the Chancellor of the California Community Colleges, and fix the chancellors compensation. (b)The chancellor shall execute the duties and responsibilities delegated to the chancellor by the board. Whenever in this code a power is vested in the board, the board, by a majority vote, may adopt a rule delegating that power to the chancellor or any officer, employee, or committee designated by the board. The rule shall prescribe the limits of the delegation.
