The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique circumstances applicable to the City of Elk Grove: In 2000 when the City of Elk Grove was incorporated, the city had a population of 81,663, and, as part of its incorporation, the city was given one seat on the Sacramento Regional Transit Districts board of directors; however, 23 years later, the city is now uniquely situated because the citys population has grown to 178,997, according to the 2021 census, and, given that population increase, the city should have additional representation on the board.
