LEGISLATIVE COUNSEL'S DIGESTAB 51, as introduced, Mia Bonta. Universal early care.The Early Education Act requires the Superintendent of Public Instruction to provide an inclusive and cost-effective preschool program. Existing law also establishes the California Universal Preschool Planning Grant Program with the goal of expanding access universally to preschool programs for 3- and 4- year-old children across the state through a mixed-delivery system, as defined.Existing law, the Child Care and Development Services Act, administered by the State Department of Social Services, establishes a system of childcare and development services for children up to 13 years of age, which includes various programs and services, including, among others, CalWORKs Stage 2 and Stage 3 childcare, migrant childcare, childcare and development services for children with special needs, the alternative payment program, and Head Start programs. This bill would state the intent of the Legislature to create a universal early care and education system, utilizing the existing mixed-delivery system, that promotes equity and access for all families.
