The bill would also add to the definition of local government to include a special district, school district, joint powers authority, or other political subdivision. By adding to the duties of local officials, the bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
