The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.Digest Key Fiscal Committee: YES Bill TextWHEREAS, The 10th Street Bridge on Route 20 connects the Cities of Marysville and Yuba City, and the Counties of Yuba and Sutter; andWHEREAS, The National League of Families of American Prisoners and Missing in Southeast Asia adopted the POW/MIA flag in January 1972; andWHEREAS, In 1972, the National POW/MIA Flag Act (Section 902 of Title 36 of the United States Code) was enacted and it requires the POW/MIA flag to be displayed on certain federal properties, including the White House and the United States Capitol Building, on all days on which the flag of the United States is displayed; andWHEREAS, As of September 2004, the California Department of Veterans Affairs lists 4,967 local veterans from the County of Sutter and 5,570 local veterans from the County of Yuba; andWHEREAS, According to the United States Department of Defense, nearly 81,000 American service members remain missing, having served in World War II, the Korean War, the Vietnam War, and other conflicts involving the United States; andWHEREAS, The POW/MIA flag is a symbol of our nations concern for the American service members who remain missing; andWHEREAS, The wording on the POW/MIA flag says, YOU ARE NOT FORGOTTEN; andWHEREAS, The Marysville Veterans of Foreign Wars Post 948 wishes to pay tribute to the POW/MIA flag, with Past Commander Brock Bowen taking the lead on this endeavor; now, therefore, be itResolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Highway Route 20 from postmile 17.001 in the County of Sutter to postmile 0.45 in the County of Yuba, as the POW/MIA Bridge; and be it furtherResolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it furtherResolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
