For purposes of this chapter, the following definitions apply:(a) Campus means a University of California, California Community College, or California State University campus, an independent institution of higher education, as defined in 66010 of the Education Code, or a private postsecondary educational institution, as defined in 94858 of the Education Code.(b) Coordinating entity means the California Education and Workforce Development Coordinating Entity established pursuant to Section 11922.(c) Segmental plans means systemwide plans of the California State University, the California Community Colleges, and the University of California related to career technical education, career pathways, and workforce development.11922. The California Education and Workforce Development Coordinating Entity is hereby established in the Government Operations Agency for the purpose of serving as the statewide career technical education planning and coordinating entity.11923. (a) The California Education and Workforce Development Coordinating Entitys membership shall consist of all of the following members, or their designees who report directly to them:(1) The President of the University of California, or the presidents designee.(2) The Chancellor of the California State University, or the chancellors designee.(3) The Chancellor of the California Community Colleges, or the chancellors designee.(4) The President of the Association of Independent California Colleges and Universities, or the presidents designee.(5) The Chief of the Bureau for Private Postsecondary Education, or the chiefs designee.(6) The President of the State Board of Education, or the presidents designee.(7) The Chair of the California Workforce Development Board, or the chairs designee.(8) The Chair of the Student Aid Commission, or the chairs designee.(9) The Director of the Governors Office of Business and Economic Development, or the directors designee.(10) One representative of a local workforce development board, appointed by the Assembly.(11) One student enrolled at a California State University, a University of California, or a California State University campus, appointed by the Assembly.(12) One representative of the California Apprenticeship Council, appointed by the Senate.(13) One student enrolled in a postsecondary career technical education program, appointed by the Senate.(b) The coordinating entitys meetings shall be subject to the Bagley-Keene Open Meeting Act (Article 9 (commencing with Section 11120) of Chapter 1).(c) The coordinating entitys members shall serve without compensation but shall receive reimbursement for necessary expenses.(d) The Governor shall designate one member listed in subdivision (a) to serve as the coordinating entitys chairperson.11924. (a) The coordinating entity shall perform all of the following duties, consistent with its purpose as specified in Section 11922:(1) Streamlining workforce program rules, allocations, and reporting requirements, which may include, but are not limited to, those of all of the following programs:(A) The Golden State Pathways Program.(B) The Teacher Residency Grant Program.(C) The School Counselor Residency Grant Program.(D) Apprenticeship programs.(2) Evaluating the feasibility of adopting regulations for intersegmental programs, such as dual enrollment, dual admission, and cross-enrollment programs.(3) Assessing student postsecondary education costs and providing recommendations to the Legislature that encourage streamlining application processes regarding student financial aid, housing, campus support programs, or other public benefit programs that assist students in financing their total cost of attendance.(4) Administering and monitoring state-adopted interagency programs and policies.(5) Adopting regulations and guidance for administration of state-adopted interagency programs.(6) Coordinating learning opportunities across the elementary, secondary, and postsecondary education systems to ensure students can easily navigate across postsecondary education systems, thereby enhancing access to postsecondary education and workforce training opportunities and supporting traditional students and adult workers seeking to upskill or reskill.(7) Developing, in consultation with the segments of public postsecondary education, a state plan regarding career technical education, career pathways, and workforce development that includes segmental plans and other pertinent plans, including those of the California Workforce Development Board. The coordinating entitys state plan shall focus on resolving conflicts and inconsistencies in segmental plans. The coordinating entity shall report the unresolved conflicts and inconsistencies to the Legislature, pursuant to Section 9795, and include recommendations for resolving those issues in the report. In developing the state plan, the coordinating entity shall ensure that the state plan addresses at least all of the following:(A) Reducing bureaucratic inefficiencies and improving bureaucratic efficiencies by streamlining career technical education, career pathways, and workforce development programs.(B) Addressing the scope of career technical education, career pathways, and workforce development programs at each public campus or public postsecondary education system.(C) Assessing the budgetary priorities of all public campuses, each public postsecondary education system, and the California Workforce Development Board.(D) Evaluating the impact of regional tuition and fee cost variations and students ability to access and complete career technical education, career pathways, and workforce development programs, including, but not limited to, apprenticeships, work-based learning, and other on-the-job learning opportunities.(E) Determining appropriate levels of state-funded student financial aid.(F) Evaluating student access and admission to career technical education, career pathways, and workforce development programs.(G) Analyzing career technical education, career pathways, and workforce development programs and resources offered by independent institutions of higher education, as defined in 66010 of the Education Code, and private postsecondary educational institutions, as defined in Section 94858 of the Education Code.(H) Differentiating the functions of the segments of public postsecondary education, the role of the workforce development systems in the state, and regional needs across the state.(8) Advising, upon request, the Legislature, the Governor, and state agencies on segmental program compatibility during executive and legislative budget processes.(9) Reviewing career technical education, career pathways, and workforce development programs to analyze priorities, coordination, and overlaps.(10) Adopting regulations to streamline career technical education, career pathways, and workforce development programs.(11) Seeking the support of the Legislature and the Governor for necessary statutory changes to career technical education, career pathways, and workforce development programs.(12) (A) Establishing, in consultation with education and workforce development systems, a process to streamline career technical education, career pathways, and workforce development programs.(B) Reporting annually to the Governor and the Legislature, pursuant to Section 9795, the findings and recommendations gathered from the process established pursuant to subparagraph (A).(13) Developing a process for the approval, review, and disestablishment of career technical education, career pathways, and workforce development programs for the purpose of streamlining these programs and ensuring alignment with statewide priorities.(14) Identifying and projecting evolving societal, regional, educational, and workforce needs, and stimulating adaptability of the elementary, secondary, and postsecondary education systems.(15) Using and disseminating, in consultation with state agencies, existing research on labor market dynamics to improve the information base upon which student choices are made. The coordinating entity shall post the research on its internet website.(16) Assessing the accessibility of career technical education, career pathways, and workforce development programs for adult learners, student parents, first-generation students, and other nontraditional students.(17) Maintaining an inventory of all state career technical education, career pathways, and workforce development programs.(18) Serving as a clearinghouse for career technical education, career pathways, and workforce development information, and serving as a primary source of that information for the Legislature, the Governor, and state agencies.(19) Developing and maintaining a comprehensive database of career technical education, career pathways, and workforce development information that does all of the following:(A) Ensures comparability of career technical education, career pathways, and workforce development data from diverse sources.(B) Supports students as they progress through the educational and workforce development institutions, based upon existing student databases.(C) Is compatible with the California School Information Services system and the student information systems developed and maintained by the public segments of postsecondary education, as appropriate.(D) Provides internet access to career technical education, career pathways, and workforce development data to each educational segment.(E) Provides each educational segment access to the information in the database, in order to support, most efficiently and effectively, statewide, segmental, and individual institution-based educational research and informational needs.(20) Refraining from sharing any students personally identifiable information received from an institution consistent with this chapter unless it is shared consistent with state and federal privacy laws.(21) Complying with relevant provisions of the federal Education Amendments of 1972 (Public Law 92-318), consistent with Section 67000 of the Education Code.(22) Considering, in performing its duties pursuant to this section, the relationship among career technical education, career pathways, and workforce development programs, and actively consulting with appropriate representatives of the segments of public, independent, and private postsecondary education.(23) To the extent that sufficient resources are available, submitting, upon request by the Governor or the Legislature, to the Governor and the Legislature, pursuant to Section 9795, a report on any matter that is consistent with the coordinating entitys purpose specified in Section 11922 or its duties specified in this section. The coordinating entity may submit a report to the Governor and the Legislature, pursuant to Section 9795, that includes recommendations related to the functions, policies, and programs of the segments of public, independent, and private postsecondary education.(24) Performing other duties as determined by the coordinating entity.(b) To the extent that the coordinating entity is unable to perform any duty outlined in subdivision (a) due to the lack of funding, the coordinating entity shall prioritize its duties, ensuring that it at least performs the duties described in paragraph (1) of subdivision (a) in a timely manner.SECTION 1.Section 3120 of the Labor Code is amended to read:3120.Youth apprenticeship shall be a key priority for the Division of Apprenticeship Standards. Youth apprenticeship will complement the states existing registered apprenticeship and preapprenticeship programs. The objectives and goals of the division in expanding youth apprenticeships shall include all of the following:(a)Create a framework for youth apprenticeship, increase the number of apprenticeship pathways for youth, and foster coordination and alignment across career-connected learning programs.(b)Increase the number of community colleges and local education agencies offering youth apprenticeship programs, and increase the number of youth who complete certificate and degree programs.(c)Increase the number of preapprenticeship and apprenticeship programs targeting youth.(d)Increase the number of youth who complete a youth apprenticeship and matriculate to employment or continued higher education.(e)Coordinate with, complement, and enhance, existing preapprenticeship and apprenticeship programs.

The California Education and Workforce Development Coordinating Entity is hereby established in the Government Operations Agency for the purpose of serving as the statewide career technical education planning and coordinating entity.11923. (a) The California Education and Workforce Development Coordinating Entitys membership shall consist of all of the following members, or their designees who report directly to them:(1) The President of the University of California, or the presidents designee.(2) The Chancellor of the California State University, or the chancellors designee.(3) The Chancellor of the California Community Colleges, or the chancellors designee.(4) The President of the Association of Independent California Colleges and Universities, or the presidents designee.(5) The Chief of the Bureau for Private Postsecondary Education, or the chiefs designee.(6) The President of the State Board of Education, or the presidents designee.(7) The Chair of the California Workforce Development Board, or the chairs designee.(8) The Chair of the Student Aid Commission, or the chairs designee.(9) The Director of the Governors Office of Business and Economic Development, or the directors designee.(10) One representative of a local workforce development board, appointed by the Assembly.(11) One student enrolled at a California State University, a University of California, or a California State University campus, appointed by the Assembly.(12) One representative of the California Apprenticeship Council, appointed by the Senate.(13) One student enrolled in a postsecondary career technical education program, appointed by the Senate.(b) The coordinating entitys meetings shall be subject to the Bagley-Keene Open Meeting Act (Article 9 (commencing with Section 11120) of Chapter 1).(c) The coordinating entitys members shall serve without compensation but shall receive reimbursement for necessary expenses.(d) The Governor shall designate one member listed in subdivision (a) to serve as the coordinating entitys chairperson.11924. (a) The coordinating entity shall perform all of the following duties, consistent with its purpose as specified in Section 11922:(1) Streamlining workforce program rules, allocations, and reporting requirements, which may include, but are not limited to, those of all of the following programs:(A) The Golden State Pathways Program.(B) The Teacher Residency Grant Program.(C) The School Counselor Residency Grant Program.(D) Apprenticeship programs.(2) Evaluating the feasibility of adopting regulations for intersegmental programs, such as dual enrollment, dual admission, and cross-enrollment programs.(3) Assessing student postsecondary education costs and providing recommendations to the Legislature that encourage streamlining application processes regarding student financial aid, housing, campus support programs, or other public benefit programs that assist students in financing their total cost of attendance.(4) Administering and monitoring state-adopted interagency programs and policies.(5) Adopting regulations and guidance for administration of state-adopted interagency programs.(6) Coordinating learning opportunities across the elementary, secondary, and postsecondary education systems to ensure students can easily navigate across postsecondary education systems, thereby enhancing access to postsecondary education and workforce training opportunities and supporting traditional students and adult workers seeking to upskill or reskill.(7) Developing, in consultation with the segments of public postsecondary education, a state plan regarding career technical education, career pathways, and workforce development that includes segmental plans and other pertinent plans, including those of the California Workforce Development Board. The coordinating entitys state plan shall focus on resolving conflicts and inconsistencies in segmental plans. The coordinating entity shall report the unresolved conflicts and inconsistencies to the Legislature, pursuant to Section 9795, and include recommendations for resolving those issues in the report. In developing the state plan, the coordinating entity shall ensure that the state plan addresses at least all of the following:(A) Reducing bureaucratic inefficiencies and improving bureaucratic efficiencies by streamlining career technical education, career pathways, and workforce development programs.(B) Addressing the scope of career technical education, career pathways, and workforce development programs at each public campus or public postsecondary education system.(C) Assessing the budgetary priorities of all public campuses, each public postsecondary education system, and the California Workforce Development Board.(D) Evaluating the impact of regional tuition and fee cost variations and students ability to access and complete career technical education, career pathways, and workforce development programs, including, but not limited to, apprenticeships, work-based learning, and other on-the-job learning opportunities.(E) Determining appropriate levels of state-funded student financial aid.(F) Evaluating student access and admission to career technical education, career pathways, and workforce development programs.(G) Analyzing career technical education, career pathways, and workforce development programs and resources offered by independent institutions of higher education, as defined in 66010 of the Education Code, and private postsecondary educational institutions, as defined in Section 94858 of the Education Code.(H) Differentiating the functions of the segments of public postsecondary education, the role of the workforce development systems in the state, and regional needs across the state.(8) Advising, upon request, the Legislature, the Governor, and state agencies on segmental program compatibility during executive and legislative budget processes.(9) Reviewing career technical education, career pathways, and workforce development programs to analyze priorities, coordination, and overlaps.(10) Adopting regulations to streamline career technical education, career pathways, and workforce development programs.(11) Seeking the support of the Legislature and the Governor for necessary statutory changes to career technical education, career pathways, and workforce development programs.(12) (A) Establishing, in consultation with education and workforce development systems, a process to streamline career technical education, career pathways, and workforce development programs.(B) Reporting annually to the Governor and the Legislature, pursuant to Section 9795, the findings and recommendations gathered from the process established pursuant to subparagraph (A).(13) Developing a process for the approval, review, and disestablishment of career technical education, career pathways, and workforce development programs for the purpose of streamlining these programs and ensuring alignment with statewide priorities.(14) Identifying and projecting evolving societal, regional, educational, and workforce needs, and stimulating adaptability of the elementary, secondary, and postsecondary education systems.(15) Using and disseminating, in consultation with state agencies, existing research on labor market dynamics to improve the information base upon which student choices are made. The coordinating entity shall post the research on its internet website.(16) Assessing the accessibility of career technical education, career pathways, and workforce development programs for adult learners, student parents, first-generation students, and other nontraditional students.(17) Maintaining an inventory of all state career technical education, career pathways, and workforce development programs.(18) Serving as a clearinghouse for career technical education, career pathways, and workforce development information, and serving as a primary source of that information for the Legislature, the Governor, and state agencies.(19) Developing and maintaining a comprehensive database of career technical education, career pathways, and workforce development information that does all of the following:(A) Ensures comparability of career technical education, career pathways, and workforce development data from diverse sources.(B) Supports students as they progress through the educational and workforce development institutions, based upon existing student databases.(C) Is compatible with the California School Information Services system and the student information systems developed and maintained by the public segments of postsecondary education, as appropriate.(D) Provides internet access to career technical education, career pathways, and workforce development data to each educational segment.(E) Provides each educational segment access to the information in the database, in order to support, most efficiently and effectively, statewide, segmental, and individual institution-based educational research and informational needs.(20) Refraining from sharing any students personally identifiable information received from an institution consistent with this chapter unless it is shared consistent with state and federal privacy laws.(21) Complying with relevant provisions of the federal Education Amendments of 1972 (Public Law 92-318), consistent with Section 67000 of the Education Code.(22) Considering, in performing its duties pursuant to this section, the relationship among career technical education, career pathways, and workforce development programs, and actively consulting with appropriate representatives of the segments of public, independent, and private postsecondary education.(23) To the extent that sufficient resources are available, submitting, upon request by the Governor or the Legislature, to the Governor and the Legislature, pursuant to Section 9795, a report on any matter that is consistent with the coordinating entitys purpose specified in Section 11922 or its duties specified in this section. The coordinating entity may submit a report to the Governor and the Legislature, pursuant to Section 9795, that includes recommendations related to the functions, policies, and programs of the segments of public, independent, and private postsecondary education.(24) Performing other duties as determined by the coordinating entity.(b) To the extent that the coordinating entity is unable to perform any duty outlined in subdivision (a) due to the lack of funding, the coordinating entity shall prioritize its duties, ensuring that it at least performs the duties described in paragraph (1) of subdivision (a) in a timely manner.

(a) Campus means a University of California, California Community College, or California State University campus, an independent institution of higher education, as defined in 66010 of the Education Code, or a private postsecondary educational institution, as defined in 94858 of the Education Code.
(b) Coordinating entity means the California Education and Workforce Development Coordinating Entity established pursuant to Section 11922.
(c) Segmental plans means systemwide plans of the California State University, the California Community Colleges, and the University of California related to career technical education, career pathways, and workforce development.
11922. The California Education and Workforce Development Coordinating Entity is hereby established in the Government Operations Agency for the purpose of serving as the statewide career technical education planning and coordinating entity.

11923. (a) The California Education and Workforce Development Coordinating Entitys membership shall consist of all of the following members, or their designees who report directly to them:(1) The President of the University of California, or the presidents designee.(2) The Chancellor of the California State University, or the chancellors designee.(3) The Chancellor of the California Community Colleges, or the chancellors designee.(4) The President of the Association of Independent California Colleges and Universities, or the presidents designee.(5) The Chief of the Bureau for Private Postsecondary Education, or the chiefs designee.(6) The President of the State Board of Education, or the presidents designee.(7) The Chair of the California Workforce Development Board, or the chairs designee.(8) The Chair of the Student Aid Commission, or the chairs designee.(9) The Director of the Governors Office of Business and Economic Development, or the directors designee.(10) One representative of a local workforce development board, appointed by the Assembly.(11) One student enrolled at a California State University, a University of California, or a California State University campus, appointed by the Assembly.(12) One representative of the California Apprenticeship Council, appointed by the Senate.(13) One student enrolled in a postsecondary career technical education program, appointed by the Senate.(b) The coordinating entitys meetings shall be subject to the Bagley-Keene Open Meeting Act (Article 9 (commencing with Section 11120) of Chapter 1).(c) The coordinating entitys members shall serve without compensation but shall receive reimbursement for necessary expenses.(d) The Governor shall designate one member listed in subdivision (a) to serve as the coordinating entitys chairperson.

(13) One student enrolled in a postsecondary career technical education program, appointed by the Senate.

11924. (a) The coordinating entity shall perform all of the following duties, consistent with its purpose as specified in Section 11922:(1) Streamlining workforce program rules, allocations, and reporting requirements, which may include, but are not limited to, those of all of the following programs:(A) The Golden State Pathways Program.(B) The Teacher Residency Grant Program.(C) The School Counselor Residency Grant Program.(D) Apprenticeship programs.(2) Evaluating the feasibility of adopting regulations for intersegmental programs, such as dual enrollment, dual admission, and cross-enrollment programs.(3) Assessing student postsecondary education costs and providing recommendations to the Legislature that encourage streamlining application processes regarding student financial aid, housing, campus support programs, or other public benefit programs that assist students in financing their total cost of attendance.(4) Administering and monitoring state-adopted interagency programs and policies.(5) Adopting regulations and guidance for administration of state-adopted interagency programs.(6) Coordinating learning opportunities across the elementary, secondary, and postsecondary education systems to ensure students can easily navigate across postsecondary education systems, thereby enhancing access to postsecondary education and workforce training opportunities and supporting traditional students and adult workers seeking to upskill or reskill.(7) Developing, in consultation with the segments of public postsecondary education, a state plan regarding career technical education, career pathways, and workforce development that includes segmental plans and other pertinent plans, including those of the California Workforce Development Board. The coordinating entitys state plan shall focus on resolving conflicts and inconsistencies in segmental plans. The coordinating entity shall report the unresolved conflicts and inconsistencies to the Legislature, pursuant to Section 9795, and include recommendations for resolving those issues in the report. In developing the state plan, the coordinating entity shall ensure that the state plan addresses at least all of the following:(A) Reducing bureaucratic inefficiencies and improving bureaucratic efficiencies by streamlining career technical education, career pathways, and workforce development programs.(B) Addressing the scope of career technical education, career pathways, and workforce development programs at each public campus or public postsecondary education system.(C) Assessing the budgetary priorities of all public campuses, each public postsecondary education system, and the California Workforce Development Board.(D) Evaluating the impact of regional tuition and fee cost variations and students ability to access and complete career technical education, career pathways, and workforce development programs, including, but not limited to, apprenticeships, work-based learning, and other on-the-job learning opportunities.(E) Determining appropriate levels of state-funded student financial aid.(F) Evaluating student access and admission to career technical education, career pathways, and workforce development programs.(G) Analyzing career technical education, career pathways, and workforce development programs and resources offered by independent institutions of higher education, as defined in 66010 of the Education Code, and private postsecondary educational institutions, as defined in Section 94858 of the Education Code.(H) Differentiating the functions of the segments of public postsecondary education, the role of the workforce development systems in the state, and regional needs across the state.(8) Advising, upon request, the Legislature, the Governor, and state agencies on segmental program compatibility during executive and legislative budget processes.(9) Reviewing career technical education, career pathways, and workforce development programs to analyze priorities, coordination, and overlaps.(10) Adopting regulations to streamline career technical education, career pathways, and workforce development programs.(11) Seeking the support of the Legislature and the Governor for necessary statutory changes to career technical education, career pathways, and workforce development programs.(12) (A) Establishing, in consultation with education and workforce development systems, a process to streamline career technical education, career pathways, and workforce development programs.(B) Reporting annually to the Governor and the Legislature, pursuant to Section 9795, the findings and recommendations gathered from the process established pursuant to subparagraph (A).(13) Developing a process for the approval, review, and disestablishment of career technical education, career pathways, and workforce development programs for the purpose of streamlining these programs and ensuring alignment with statewide priorities.(14) Identifying and projecting evolving societal, regional, educational, and workforce needs, and stimulating adaptability of the elementary, secondary, and postsecondary education systems.(15) Using and disseminating, in consultation with state agencies, existing research on labor market dynamics to improve the information base upon which student choices are made. The coordinating entity shall post the research on its internet website.(16) Assessing the accessibility of career technical education, career pathways, and workforce development programs for adult learners, student parents, first-generation students, and other nontraditional students.(17) Maintaining an inventory of all state career technical education, career pathways, and workforce development programs.(18) Serving as a clearinghouse for career technical education, career pathways, and workforce development information, and serving as a primary source of that information for the Legislature, the Governor, and state agencies.(19) Developing and maintaining a comprehensive database of career technical education, career pathways, and workforce development information that does all of the following:(A) Ensures comparability of career technical education, career pathways, and workforce development data from diverse sources.(B) Supports students as they progress through the educational and workforce development institutions, based upon existing student databases.(C) Is compatible with the California School Information Services system and the student information systems developed and maintained by the public segments of postsecondary education, as appropriate.(D) Provides internet access to career technical education, career pathways, and workforce development data to each educational segment.(E) Provides each educational segment access to the information in the database, in order to support, most efficiently and effectively, statewide, segmental, and individual institution-based educational research and informational needs.(20) Refraining from sharing any students personally identifiable information received from an institution consistent with this chapter unless it is shared consistent with state and federal privacy laws.(21) Complying with relevant provisions of the federal Education Amendments of 1972 (Public Law 92-318), consistent with Section 67000 of the Education Code.(22) Considering, in performing its duties pursuant to this section, the relationship among career technical education, career pathways, and workforce development programs, and actively consulting with appropriate representatives of the segments of public, independent, and private postsecondary education.(23) To the extent that sufficient resources are available, submitting, upon request by the Governor or the Legislature, to the Governor and the Legislature, pursuant to Section 9795, a report on any matter that is consistent with the coordinating entitys purpose specified in Section 11922 or its duties specified in this section. The coordinating entity may submit a report to the Governor and the Legislature, pursuant to Section 9795, that includes recommendations related to the functions, policies, and programs of the segments of public, independent, and private postsecondary education.(24) Performing other duties as determined by the coordinating entity.(b) To the extent that the coordinating entity is unable to perform any duty outlined in subdivision (a) due to the lack of funding, the coordinating entity shall prioritize its duties, ensuring that it at least performs the duties described in paragraph (1) of subdivision (a) in a timely manner.

Youth apprenticeship shall be a key priority for the Division of Apprenticeship Standards. Youth apprenticeship will complement the states existing registered apprenticeship and preapprenticeship programs. The objectives and goals of the division in expanding youth apprenticeships shall include all of the following:
(a)Create a framework for youth apprenticeship, increase the number of apprenticeship pathways for youth, and foster coordination and alignment across career-connected learning programs.
(b)Increase the number of community colleges and local education agencies offering youth apprenticeship programs, and increase the number of youth who complete certificate and degree programs.
(c)Increase the number of preapprenticeship and apprenticeship programs targeting youth.
(d)Increase the number of youth who complete a youth apprenticeship and matriculate to employment or continued higher education.
(e)Coordinate with, complement, and enhance, existing preapprenticeship and apprenticeship programs.
