This bill implements recommendations from the State Auditor’s performance audit of 
the Colorado State Fair Authority.  It increases state workload on an ongoing basis.

Summary of Legislation 
The State Auditor completed a performance audit of the Colorado State Fair Authority (authority) in 
2019.  This bill includes recommendations from the audit that require legislation to implement.  These 
recommendations include: 
 
 clarifying that the Commissioner of Agriculture, in consultation with the authority board, will 
appoint and employ a manager for the authority; 
 requiring the authority board to establish a process for approving industry displays; and  
 allowing the authority to collaborate with a state agency or industry representative in developing 
an industry display. 
State Expenditures 
Under current law, the authority, which is located within the Department of Agriculture, is required 
to include displays of specific industry categories of the state of Colorado at the state fair.  According 
to the audit, many industry categories have been represented minimally or not at all.  This bill will 
increase workload for the authority board to develop a process for approving industry displays and 
for authority staff to collaborate with state agencies and industry representative to develop more 
industry displays.  This workload increase can be accomplished with existing appropriations.  Moving 
the hiring responsibility of the authority manager from the board to the Commissioner of Agriculture 
can also be accomplished within existing appropriations.   Page 2

Effective Date 
The bill was signed into law by the Governor on April 12, 2022, and takes effect August 9, 2022, 
assuming no referendum petition is filed.
