The bill requires each student identification card issued to a public school student to contain the phone number, website address, and text talk number for the 24-hour telephone crisis service center (Colorado crisis services). The bill requires that Colorado crisis services notify each public school in the state that it can provide outreach materials explaining the services provided, how to engage the services, and the possibility of peer-to-peer counseling as part of the offered services. Colorado crisis services shall provide those materials upon request. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, add 22-1-134 as2 follows:3 22-1-134. Student identification cards - information required.4 E ACH STUDENT IDENTIFICATION CARD ISSUED TO A PUBLIC SCHOOL5 STUDENT MUST CONTAIN THE PHONE NUMBER , WEBSITE ADDRESS, AND6 TEXT TALK NUMBER FOR COLORADO CRISIS SERVICES, AS DEFINED IN7 SECTION 27-60-104, AND THE SAFE2TELL PROGRAM CREATED IN SECTION8 24-31-606. THE PUBLIC SCHOOL MAY ALSO INCLUDE INFORMATION9 REGARDING OTHER AVAILABLE CRISIS SERVICES ON THE IDENTIFICATION10 CARD. IF A PUBLIC SCHOOL DOES NOT ISSUE STUDENT IDENTIFICATION11 CARDS, THE PUBLIC SCHOOL SHALL DISPLAY THE MATERIALS DESCRIBED12 IN SECTION 27-60-104 (10) AT THE SCHOOL AND SEND INFORMATION13 RELATED TO COLORADO CRISIS SERVICES TO PARENTS OR GUARDIANS AT14 THE BEGINNING OF EACH SCHOOL YEAR .15 SECTION 2. In Colorado Revised Statutes, 27-60-104, add (10)16 as follows:17 27-60-104. Behavioral health crisis response system - crisis18 service facilities - walk-in centers - mobile response units - report.19 (10) (a) THE STATE DEPARTMENT SHALL ANNUALLY, IN AUGUST, NOTIFY20 EACH PUBLIC AND PRIVATE SCHOOL IN THE STATE ABOUT SERVICES21 PROVIDED BY THE BEHAVIORAL HEALTH CRISIS RESPONSE SYSTEM,22 1052-2- INCLUDING BUT NOT LIMITED TO HOW TO ENGAGE WITH AND WHAT TO1 EXPECT FROM THE SERVICES, AND THE POSSIBILITY OF PEER-TO-PEER2 COUNSELING AS A PART OF THE OFFERED SERVICES. THE STATE3 DEPARTMENT SHALL PROVIDE BEHAVIORAL HEALTH CRISIS RESPONSE4 SYSTEM AWARENESS AND EDUCATIONAL MATERIALS TO EACH PUBLIC AND5 PRIVATE SCHOOL IN THE STATE.6 (b) THE STATE DEPARTMENT SHALL COLLABORATE WITH THE7 DEPARTMENT OF EDUCATION, CREATED IN SECTION 24-1-115, IN8 IDENTIFYING PUBLIC AND PRIVATE SCHOOLS IN COLORADO, INCLUDING9 BUT NOT LIMITED TO IDENTIFYING SCHOOL CONTACT INFORMATION . 10 SECTION 3. Appropriation. (1) For the 2022-23 state fiscal11 year, $267,065 is appropriated to the department of human services for12 use by the behavioral health administration. This appropriation is from the13 general fund. To implement this act, the administration may use this14 appropriation as follows:15 (a) $74,990 for program administration related to community16 behavioral health administration, which amount is based on an17 assumption that the administration will require an additional 0.9 FTE and18 (b) $192,075 for the behavioral health crisis response system19 public information campaign.20 SECTION 4. Safety clause. The general assembly hereby finds,21 determines, and declares that this act is necessary for the immediate22 preservation of the public peace, health, or safety.23 1052 -3-
