The bill makes a technical change to allow the Department of Health Care Policy and Financing to spend certain state funds on behavioral health initiatives. Appropriation Summary: No appropriation is required. Fiscal Note Status: The fiscal note reflects the introduced bill, which was recommended by the Joint Budget Committee as part of its FY 2021-22 supplemental budget package. Summary of Legislation This bill makes a technical change to the American Rescue Plan Act/Home- and Community-Based Services Account in the Healthcare Affordability and Sustainability Fee Cash Fund to allow the Department of Health Care Policy and Financing to spend amounts attributable to the Healthcare Affordability and Sustainability Fee as state-only funds on behavioral health-related initiatives. Assessment of No Fiscal Impact This bill, in conjunction with HCPF's S10 supplemental budget request, provides technical language to facilitate an expenditure identified in Senate Bill 21-286. No appropriation is required, as money from the ARPA-HCBS Account in the HAS Fee Cash Fund will be appropriated in FY 2022-23. As such, this bill is assessed as having no fiscal impact. Effective Date The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
