Sunset bill. The bill extends the Juvenile Justice Reform Committee until
December 31, 2022 to complete various tasks. The bill continues state workload
through FY 2022-23.

Summary of Legislation
The bill continues the Juvenile Justice Reform Committee until December 31, 2022, to complete the
following tasks:
determine the population of juveniles who require a validated risk and needs assessment;
determine the time frame prior to disposition and the regular intervals that the assessment must
be conducted;
establish policies for how the results of the assessment are compiled and shared with parties; and
identify shared outcome measures that all service providers must track and support.
Finally, the bill makes conforming changes to statute.

Continuing Program Impacts
According to the 2021 sunset report, the Department of Public Safety had costs of $77,500 in FY 2020-21
only for the committee to hire a consultant. The fiscal note assumes that extending the repeal date by
three months will not require additional expenditures for the consultant in order for DPS finish the
work of the committee. Therefore, in FY 2022-23 only, workload in the DPS will continue for
three months so the committee can complete the tasks identified in the bill. This work can be
accomplished within existing appropriations.
Effective Date
The bill was signed into law by the Governor on April 7, 2022, and takes effect on August 9, 2022,
assuming no referendum petition is filed, except that sections 3 through 10, concerning the repeal of
the committee and conforming amendments, take effect December 31, 2022.
