SUBJECT: Fiscal Assessment of Proposed Amendment HB1285_L.002 
 
 
This memorandum is an assessment of the fiscal impact of the attached proposed amendment L.002 
to HB22-1285.  This fiscal assessment is for the impact of the bill with inclusion of this amendment 
only. Any other added amendment could influence the fiscal impact. 
Summary of Proposed Amendment 
Amendment L.002 removes the provision in the bill allowing the Department of Public Health and 
Environment to consider whether a hospital has been in compliance with hospital price transparency 
laws when renewing the hospital’s license or certification. 
Fiscal Impact of Amendment 
Amendment L.002 will eliminate the rulemaking costs in the Department of Public Health and 
Environment ($27,252 and 0.2 FTE) identified in the fiscal note dated April 11, 2022, as no rule making 
will be required concerning the examination of a hospital’s compliance with hospital price 
transparency laws upon renewal of the hospital’s license or certification.  
Bill’s Revised Fiscal Impact with Amendment 
With Amendment L.002, the bill is assessed as having a minimal workload impact to the Department 
of Law and the Judicial Department, and no change in appropriations is required.
