general fund to the department of human services (department) for the
issuance of annual grants to the Colorado 2-1-1 collaborative. For the
2021-22 fiscal year, the bill requires the general assembly to appropriate
$3 million from the general fund to the department for the issuance of a
grant to the Colorado 2-1-1 collaborative for technological upgrades.
Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1.  Legislative declaration. (1)  The general assembly2
hereby finds and declares that:3
(a)  The Colorado 2-1-1 collaborative is a safe and trusted service4
that receives more than one hundred thousand requests for help each year5
and connects individuals to over seven thousand essential resources and6
services in their own communities;7
(b)  2-1-1 is an easy to remember number that allows trained8
professionals to provide confidential, multilingual support by guiding9
people to services and solutions available by phone, text, live chat, e-mail,10
or in-person in some communities;11
(c)  The Colorado 2-1-1 collaborative has the largest, most12
up-to-date, centralized database of health and human services resources13
in the rocky mountain region, including child care, access to food, legal14
services, medical services, rental assistance, and utility support;15
(d)  When the Marshall fire affected communities at the close of16
2021, Colorado 2-1-1 collaborative staff mobilized quickly to add17
fire-specific resources to the Colorado 2-1-1 collaborative database and18
have been supporting individuals and families with immediate needs,19
including housing options, long-term housing planning, transportation,20
mental health counseling, and food access; and21
(e)  With additional funding, the Colorado 2-1-1 collaborative can22
1315-2- expand its hours of operation, offer statewide chat and text services, allow1
onsite or walk-in navigation at multiple locations, and promote the2
Colorado 2-1-1 collaborative through a public awareness campaign.3
SECTION 2. In Colorado Revised Statutes, 29-11-203, add (4),4
(5), and (6) as follows:5
29-11-203.  Human services referral service - immunity - grant6

MPLEMENTING A QUALITY CONTROL PROGRAM TO ENSURE A13
HIGH LEVEL OF CALLER SATISFACTION;14
(II)  I
MPLEMENTING DATA COLLECTION QUALITY CONTROL TO15
ENSURE A HIGH LEVEL OF ACCURACY IN COLLECTING CALLER16
INFORMATION AND IDENTIFYING CALLER NEEDS ;17
(III)  P
ROVIDING SERVICES IN OVER THREE HUNDRED LANGUAGES ;18

GRANTS ARE MADE PURSUANT TO SUBSECTION (4)(a) OF THIS SECTION, THE26
DEPARTMENT SHALL SUBMIT A SUMMARIZED REPORT TO THE HEALTH AND27

-4- HUMAN SERVICES COMMITTEE OF THE SENATE AND THE PUBLIC AND1
BEHAVIORAL HEALTH AND HUMAN SERVICES COMMI TTEE OF THE HOUSE OF2
REPRESENTATIVES, OR ANY SUCCESSOR COMMITTEES , ON THE GRANTS3
ISSUED PURSUANT TO THIS SECTION.4
SECTION 3. Appropriation. For the 2021-22 state fiscal year,5
$1,000,000 is appropriated to the department of human services for use6
by administration and finance. This appropriation is from the general7
fund. To implement this act, administration and finance may use this8
appropriation for grants for operational expenses related to the Colorado9
2-1-1 collaborative. Any money appropriated in this section not expended10
prior to July 1, 2022, is further appropriated to administration and finance11
for the 2022-23 state fiscal year for the same purpose.12
SECTION 4. Appropriation. (1)  For the 2022-23 state fiscal13
year, $1,055,645 is appropriated to the department of human services for14
use by administration and finance. This appropriation is from the general15
fund. Any money appropriated in this section not expended prior to July16
1, 2023, is further appropriated to administration and finance for the17
2023-24 state fiscal year for the same purpose. To implement this act,18
administration and finance may use this appropriation as follows:19
(a) $55,645 for the Colorado 2-1-1 collaborative, which amount20
is based on an assumption that the department will require an additional21
0.9 FTE; and22
(b)  $1,000,000 for grants for operational expenses related to the23
Colorado 2-1-1 collaborative.24
SECTION 5. Safety clause. The general assembly hereby finds,25
determines, and declares that this act is necessary for the immediate26
preservation of the public peace, health, or safety.27
