The department of revenue (department) uses the fund primarily to fund the issuance of those documents. The Colorado DRIVES vehicle services account (DRIVES account) of the highway users tax fund consists mainly of vehicle title and registration fees and specific ownership tax transaction fees. The department uses the DRIVES account for the development and operation of the department's driver and motor vehicles services software platform commonly known as Colorado DRIVES. Effective July 1, 2022, the bill merges the fund into the DRIVES account, which involves: ! Repealing the fund and requiring all money in the fund to be credited to the DRIVES account; ! Requiring all fees that had been credited to the fund to instead be credited to the DRIVES account; and ! Requiring all functions that had been funded from the fund to instead be funded from the DRIVES account. The bill also requires DRIVES account investment earnings to be credited to the account. Sections 1, 2, and 21 of the bill contain its substantive provisions. Sections 3 through 20 make conforming amendments. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, 42-1-211, amend (2)2 as follows:3 42-1-211. Driver's license, record, identification, and vehicle4 enterprise solution. (2) (a) Repealed. 5 (b) (I) There is hereby created the Colorado DRIVES vehicle6 services account in the highway users tax fund for the purpose of7 providing funds for the development and operation of Colorado DRIVES,8 including operations performed under articles 2, 3, 4, 6, 7, and 12 of this9 title 42, to cover the costs of administration and enforcement of the10 motorist insurance identification database program created in section11 42-7-604, and to purchase and issue license plates, decals, and validating12 tabs in accordance with article 3 of this title 42. Money received from the13 1339-2- fees imposed by section SECTIONS 38-29-138 (1), (2), (4), and (5), and1 sections 42-1-206 (2)(a), 42-1-210 (1)(a)(II), 42-1-231, 42-1-233 (3)(b),2 42-2-107 (1)(a)(I), 42-2-114 (2)(b), (2)(c)(I), (2)(c)(II), (2)(e), and3 (4)(a), 42-2-114.5 (1), 42-2-117 (1), 42-2-118 (1)(b)(I)(C) and (1.5)(b),4 42-2-133 (2), 42-2-306 (2), 42-2-406 (1), (2), (3)(d), and (6), 42-2-5085 (1), 42-3-107 (22), 42-3-213 (1)(b)(IV), 42-3-304 (18)(d)(I)(B), 42-3-3066 (14), 42-3-312, 42-3-313 (2)(c)(I), and 42-6-110 (1.7)(c), 42-6-137 (1),7 (2), (4), (5), and (6), as well as AND 42-6-138 (1)(a), (2), AND (4) AND any8 money received through gifts, grants, and donations to the account from9 private or public sources for the purposes of this section, shall be credited10 by the state treasurer to the Colorado DRIVES vehicle services account.11 T HE STATE TREASURER SHALL CREDIT ALL INTEREST AND INCOME DERIVED12 FROM THE DEPOSIT AND INVESTMENT OF MONEY IN THE COLORADO13 DRIVES VEHICLE SERVICES ACCOUNT TO THE ACCOUNT . The general14 assembly shall appropriate annually the money in the account for the15 purposes of this subsection (2). If any unexpended and unencumbered16 money remains in the account at the end of a fiscal year, the balance17 remains in the account and is not transferred to the general fund or any18 other fund.19 (II) Repealed. 20 SECTION 2. In Colorado Revised Statutes, 42-2-114.5, amend21 (1) and (3); and add (5) and (6) as follows:22 42-2-114.5. Fees for drivers' licenses, identification cards, and23 related services - crediting to DRIVES account - fee setting24 procedures - rules - repeal. (1) The licensing services cash fund is25 hereby created in the state treasury. The general assembly shall26 appropriate moneys in the fund to the department for the cost of27 1339 -3- implementing this article ALL NET REVENUE RECEIVED BY THE1 DEPARTMENT FROM THE FEES SPECIFIED IN SUBSECTION (2) OF THIS2 SECTION, AS SUCH FEES MAY BE RAISED OR LOWERED BY THE DEPARTMENT3 IN ACCORDANCE WITH SUBSECTION (3) OF THIS SECTION, SHALL BE4 CREDITED TO THE COLORADO DRIVES VEHICLE SERVICES ACCOUNT5 CREATED IN SECTION 42-1-211 (2).6 (3) (a) Except as set forth in paragraph (b) of this subsection (3),7 beginning July 1, 2015, The department may raise or lower the fees listed8 in subsection (2) of this section, but the department shall not increase the9 fee by more than twenty percent before July 1, 2016, or by more than five10 percent per year. on or after July 1, 2016.11 (b) The department shall not raise or lower the fees listed in12 paragraphs (a), (b), (f), (g), (n), and (o) of subsection (2) of this section13 before July 1, 2017, and the fee listed in paragraph (d) of subsection (2)14 of this section before July 1, 2019.15 (5) (a) O N JULY 1, 2022, THE STATE TREASURER SHALL TRANSFER16 ALL MONEY IN THE LICENSING SERVICES CASH FUND THAT WAS CREATED17 IN SUBSECTION (1) OF THIS SECTION AS IT EXISTED PRIOR TO JULY 1, 2022,18 TO THE COLORADO DRIVES VEHICLE SERVICES ACCOUNT CREATED IN19 SECTION 42-1-211 (2).20 (b) T HIS SUBSECTION (5) IS REPEALED, EFFECTIVE JULY 1, 2023.21 (6) (a) A NY REFERENCE IN THE STATE FISCAL YEAR 2022-23 LONG22 APPROPRIATIONS BILL TO THE LICENSING SERVICES CASH FUND SHALL BE23 DEEMED TO BE A REFERENCE TO THE COLORADO DRIVES VEHICLE24 SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2), AND ANY25 APPROPRIATION MADE IN THE STATE FISCAL YEAR 2022-23 LONG BILL26 FROM OR TO THE LICENSING SERVICES CASH FUND SHALL BE DEEMED TO BE27 1339 -4- AN APPROPRIATION FROM OR TO THE COLORADO DRIVES VEHICLE1 SERVICES ACCOUNT.2 (b) T HIS SUBSECTION (6) IS REPEALED, EFFECTIVE JULY 1, 2024.3 SECTION 3. In Colorado Revised Statutes, 24-75-402, repeal4 (5)(jj) as follows:5 24-75-402. Cash funds - limit on uncommitted reserves -6 reduction in the amount of fees - exclusions. (5) Notwithstanding any7 provision of this section to the contrary, the following cash funds are8 excluded from the limitations specified in this section:9 (jj) The licensing services cash fund created in section 42-2-114.5 10 (1);11 SECTION 4. In Colorado Revised Statutes, 39-28.8-501, amend12 (7)(a) as follows:13 39-28.8-501. Marijuana tax cash fund - creation - distribution14 - legislative declaration - repeal. (7) (a) On July 1, 2022, and on July 115 of each year thereafter, the state treasurer shall make the following16 transfers from the fund:17 (I) Seven hundred fifty-three thousand dollars to the licensing18 services cash fund created in section 42-2-114.5 COLORADO DRIVES19 VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2) for use by20 the hearings division; and21 (II) Six hundred forty-eight thousand dollars to the licensing22 services cash fund created in section 42-2-114.5 COLORADO DRIVES23 VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2) for use by24 the division of motor vehicles.25 SECTION 5. In Colorado Revised Statutes, 42-1-206, amend26 (2)(a) as follows:27 1339 -5- 42-1-206. Records open to inspection - furnishing of copies -1 rules. (2) (a) Except as provided in subsection (6) of this section, upon2 written application and the payment of a fee per copy, or a record search3 for each copy requested, the department shall furnish to any person a4 photostatic copy of any specified record or accident report specifically5 made a public record by this title and shall, if requested, certify the same.6 The department shall set the fee in accordance with section 42-2-114.5.7 The department shall transfer the fee to the state treasurer, who shall8 credit the fee to the licensing services cash fund; except that the treasurer9 shall credit:10 (I) Ten cents of each fee collected by the authorized agent to the11 special purpose account established under section 42-1-211; and12 (II) The entire fee for vehicle and manufactured home records, if13 collected directly by the department, to the special purpose account14 established under section 42-1-211 COLORADO DRIVES VEHICLE15 SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).16 SECTION 6. In Colorado Revised Statutes, 42-1-233, amend17 (3)(b) as follows:18 42-1-233. Expedited registration program - private vendor19 providing services to register Class A commercial vehicles - rules.20 (3) (b) The department shall transfer any money accepted under this21 subsection (3) to the state treasurer, who shall credit it to the Colorado22 DRIVES vehicle services account created in section 42-1-211 (2)(b)(I)23 SECTION 42-1-211 (2).24 SECTION 7. In Colorado Revised Statutes, 42-2-107, amend25 (1)(a)(I) as follows:26 42-2-107. Application for license or instruction permit -27 1339 -6- anatomical gifts - donations to Emily Keyes - John W. Buckner organ1 and tissue donation awareness fund - legislative declaration - rules -2 annual report - repeal. (1) (a) (I) To be acceptable, every application3 for an instruction permit or for a driver's or minor driver's license must be4 made upon forms furnished by the department and accompanied by the5 required fee. The department shall set the fee in accordance with section6 42-2-114.5 (2). The department shall transfer the fee to the state treasurer,7 who shall credit it to the licensing services cash fund created in section8 42-2-114.5 (1) COLORADO DRIVES VEHICLE SERVICES ACCOUNT9 CREATED IN SECTION 42-1-211 (2). Every applicant shall submit with the10 application proof of age or proof of identity, or both, as the department11 may require.12 SECTION 8. In Colorado Revised Statutes, amend 42-2-113 as13 follows:14 42-2-113. License examiners appointed. The department may15 appoint license examiners for any county in this state to conduct local16 examinations for all types of drivers' licenses. The officers of the17 department shall conduct the examination as prescribed by law for all18 drivers in the county and collect the fees as provided in section 42-2-11419 and remit the same to the department, which shall transfer the same to the20 credit of the highway users tax fund. except that, for fiscal years 2012-1321 through 2014-15, to the state treasurer, who shall credit the fees to the22 licensing services cash fund created in section 42-2-114.5.23 SECTION 9. In Colorado Revised Statutes, 42-2-114, amend24 (2)(b), (2)(c) introductory portion, (2)(c)(I), (2)(c)(II), (2)(e), and (4)(a)25 as follows:26 42-2-114. License issued - voluntary disability identifier27 1339 -7- symbol - fees - rules - report - definitions. (2) (b) The department shall1 transfer the fee to the state treasurer, who shall credit the fee to the2 licensing services cash fund created in section 42-2-114.5 COLORADO3 DRIVES VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).4 (c) Notwithstanding paragraph (b) of this subsection (2) 5 SUBSECTION (2)(b) OF THIS SECTION:6 (I) If the driver's license is issued by the office of a county clerk7 and recorder in a county with a population of at least one hundred8 thousand individuals, the county clerk and recorder shall retain the sum9 set forth in subparagraph (I.5) of this paragraph (c) SUBSECTION10 (2)(c)(I.5) OF THIS SECTION and forward the remainder to the department11 for transmission to the state treasurer, who shall credit the remainder of12 the fee to the licensing services cash fund COLORADO DRIVES VEHICLE13 SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).14 (II) If the driver's license is issued by an office of a county clerk15 and recorder in a county with a population of fewer than one hundred16 thousand individuals, the county clerk and recorder shall retain the sum17 set forth in subparagraph (II.5) of this paragraph (c) SUBSECTION18 (2)(c)(II.5) OF THIS SECTION and forward the remainder to the department19 for transmission to the state treasurer, who shall credit the remainder of20 the fee to the licensing services cash fund COLORADO DRIVES VEHICLE21 SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).22 (e) In addition to the fee established in paragraph (a) of this23 subsection (2) SUBSECTION (2)(a) OF THIS SECTION, a surcharge is added24 for issuance of a driver's or minor driver's license, or instruction permit,25 when an applicant retakes either the examination of knowledge of the26 traffic laws of this state or the demonstration of the applicant's ability to27 1339 -8- exercise ordinary and reasonable care and control in the operation of a1 motor vehicle. The surcharge applies regardless of whether the applicant2 retakes the examination or demonstration with the department or a vendor3 approved by the department. The department shall set the surcharge by4 rule in an amount to offset the direct and indirect cost of giving the failed5 examination or demonstration. The department shall transfer the6 surcharge to the state treasurer, who shall credit it to the licensing7 services cash fund, created in section 42-2-114.5 COLORADO DRIVES8 VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).9 (4) (a) A fee is required for the issuance of a minor driver's10 license, which expires twenty days after the twenty-first birthday of the11 licensee. The department shall set the fee in accordance with section12 42-2-114.5 (2). The department shall transfer the fee to the state treasurer,13 who shall credit it to the licensing services cash fund created in section14 42-2-114.5 (1) COLORADO DRIVES VEHICLE SERVICES ACCOUNT15 CREATED IN SECTION 42-1-211 (2). In the case of the issuance of any16 minor driver's license by the office of the county clerk and recorder, the17 fee for the minor driver's license is apportioned in the same manner as for18 the issuance of a driver's license in accordance with paragraph (c) of19 subsection (2) SUBSECTION (2)(c) of this section.20 SECTION 10. In Colorado Revised Statutes, 42-2-117, amend21 (1) as follows:22 42-2-117. Duplicate permits and minor licenses - replacement23 licenses. (1) If an instruction permit or a minor driver's license issued24 under this article is lost, stolen, or destroyed, the person to whom it was25 issued, upon request and the payment of a fee to the department, may26 obtain a duplicate or substitute upon furnishing satisfactory proof to the27 1339 -9- department that the permit or minor license was lost, stolen, or destroyed1 and that the applicant is qualified to have a permit or license. The2 department shall set the fees for a first duplicate and for any subsequent3 duplicate in accordance with section 42-2-114.5. The department shall4 transfer either fee to the state treasurer, who shall credit it to the licensing5 services cash fund created in section 42-2-114.5 COLORADO DRIVES6 VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).7 SECTION 11. In Colorado Revised Statutes, 42-2-118, amend8 (1)(b)(I)(C) and (1.5)(b) as follows:9 42-2-118. Renewal of license in person, by mail, or10 electronically - donations to Emily Keyes - John W. Buckner organ11 and tissue donation awareness fund - rules - report - repeal.12 (1) (b) (I) (C) The department shall transfer the fees paid in accordance13 with this subsection (1)(b) to the state treasurer, who shall credit them to14 the licensing services cash fund, created in section 42-2-114.5 (1)15 C OLORADO DRIVES VEHICLE SERVICES ACCOUNT CREATED IN SECTION16 42-1-211 (2). The extensions authorized in this subsection (1)(b) become17 null and void ninety days after the licensee renews his or her residency in18 the state or otherwise becomes able to comply with subsection (1)(a) of19 this section. The department shall grant no more than one extension under20 this subsection (1)(b) unless a resident of this state, other than a resident21 who had been issued a license under part 5 of this article 2, is temporarily22 residing in a foreign country, in which case the department may grant no23 more than two one-year extensions.24 (1.5) (b) Pursuant to sections 24-19.5-103 (3) and 29-11.5-103 (3),25 C.R.S., the department shall not allow any third-party charges that may26 be assessed to complete the electronic transaction to reduce the amount27 1339 -10- of revenue that would otherwise be required to be distributed to the1 highway users tax fund or the licensing services cash fund COLORADO2 DRIVES VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).3 SECTION 12. In Colorado Revised Statutes, 42-2-133, amend4 (2) as follows:5 42-2-133. Surrender and return of license. (2) At the end of the6 period of suspension, the licensee may apply for and receive a7 replacement license upon payment of a fee. The department shall set the8 fee in accordance with section 42-2-114.5 (2). The department shall9 transfer the fee to the state treasurer, who shall credit it to the licensing 10 services cash fund created by section 42-2-114.5 (1) COLORADO DRIVES11 VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).12 SECTION 13. In Colorado Revised Statutes, 42-2-306, amend13 (2) as follows:14 42-2-306. Fees - disposition. (2) Fees collected under this section15 shall be remitted monthly to the state treasurer, who shall deposit the fee16 in the licensing services cash fund created in section 42-2-114.517 C OLORADO DRIVES VEHICLE SERVICES ACCOUNT CREATED IN SECTION18 42-1-211 (2).19 SECTION 14. In Colorado Revised Statutes, 42-2-406, amend20 (1), (2), (3)(d), and (6) as follows:21 42-2-406. Fees - rules. (1) A fee is required for the issuance of22 a commercial driver's license. The department shall set the fee in23 accordance with section 42-2-114.5. The department shall transfer the fee24 to the state treasurer, who shall credit it to the licensing services cash 25 fund created in section 42-2-114.5 COLORADO DRIVES VEHICLE26 SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2). The license27 1339 -11- expires on the birthday of the applicant in the fourth year after its1 issuance. When issuing a commercial driver's license, the office of the2 county clerk and recorder shall retain eight dollars and shall forward the3 remainder to the department for transmission to the state treasurer, who4 shall credit it to the licensing services cash fund COLORADO DRIVES5 VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).6 (2) The fee for a person eighteen years of age or older for issuance7 of a minor driver's license that authorizes operation of a commercial8 motor vehicle upon the highways is the same as for a commercial driver's9 license issued under subsection (1) of this section. The department shall10 transfer the fee to the state treasurer, who shall credit it to the licensing11 services cash fund created in section 42-2-114.5 COLORADO DRIVES12 VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2). When13 issuing a minor driver's license, the office of the county clerk and14 recorder shall retain eight dollars and shall forward the remainder to the15 department for transmission to the state treasurer, who shall credit it to16 the licensing services cash fund created in section 42-2-114.5 COLORADO17 DRIVES VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).18 (3) (d) The department shall forward all fees collected for the19 administration of driving tests to the state treasurer, who shall credit them20 to the licensing services cash fund COLORADO DRIVES VEHICLE21 SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).22 (6) The department shall forward all fees collected for the23 issuance of testing unit licenses and driving test licenses under24 subsections (4) and (5) of this section to the state treasurer, who shall25 credit the fees to the licensing services cash fund COLORADO DRIVES26 VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).27 1339 -12- SECTION 15. In Colorado Revised Statutes, 42-2-508, amend1 (1) as follows:2 42-2-508. Fees - operations - rule. (1) The department may3 promulgate a rule imposing an additional fee for issuance of a document4 issued under this part 5 to cover the direct and indirect cost of5 implementing this part 5. The department shall set the fee in accordance6 with section 42-2-114.5 (2). The department shall transfer the fees to the7 state treasurer, who shall credit the fees to the licensing services cash8 fund, created in section 42-2-114.5 (1) COLORADO DRIVES VEHICLE9 SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).10 SECTION 16. In Colorado Revised Statutes, 42-3-107, amend11 (22) as follows:12 42-3-107. Taxable value of classes of property - rate of tax -13 when and where payable - department duties - apportionment of tax14 collections - definitions - rules - repeal. (22) Each authorized agent15 shall retain, out of the amount of annual specific ownership tax collected16 on each item of classified personal property, the sum of fifty cents which17 sum shall constitute AS remuneration for the collection of such tax. The18 sums so retained shall be transmitted to the county treasurer and credited19 in the manner provided by law. In addition, each authorized agent shall20 retain, out of the amount of annual specific ownership tax collected on21 each item of classified personal property, the sum of fifty cents, which22 sum shall be transmitted to the state treasurer who shall credit the same23 AND CREDITED to the special purpose account established under section24 42-1-211 COLORADO DRIVES VEHICLE SERVICES ACCOUNT CREATED IN25 SECTION 42-1-211 (2).26 SECTION 17. In Colorado Revised Statutes, 42-3-213, amend27 1339 -13- (1)(b)(IV) as follows:1 42-3-213. License plates - military veterans - rules -2 retirement. (1) (b) (IV) One dollar of each additional fee collected from3 purchasers of license plates issued under subsections (4) and (5) of this4 section shall be retained by the authorized agent, and one dollar and5 fifteen cents of each additional fee shall be credited to the special purpose6 account established under section 42-1-211 COLORADO DRIVES VEHICLE7 SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).8 SECTION 18. In Colorado Revised Statutes, amend 42-3-312 as9 follows:10 42-3-312. Special license plate surcharge. In addition to any11 other fee imposed by this article 3, an applicant for a special license plate12 created by rule in accordance with section 42-3-207, as the section existed13 when the plate was created, or special license plates issued pursuant to14 sections 42-3-211 to 42-3-214, sections 42-3-217 to 42-3-218, sections15 42-3-221 to 42-3-234, sections 42-3-237 to 42-3-258, and section16 42-3-260 shall pay an issuance fee of twenty-five dollars; except that the17 fee is not imposed on special license plates exempted from additional fees18 for the issuance of a military special license plate by section 42-3-21319 (1)(b)(II). The department shall transfer the fee to the state treasurer, who20 shall credit it to the licensing services cash fund created in section21 42-2-114.5 COLORADO DRIVES VEHICLE SERVICES ACCOUNT CREATED22 IN SECTION 42-1-211 (2).23 SECTION 19. In Colorado Revised Statutes, 42-6-110, amend24 (1.7)(c) as follows:25 42-6-110. Certificate of title - transfer - department records -26 rules - definition. (1.7) (c) The department may charge the insurer, the27 1339 -14- insurer's agent, the salvage pool, a motor vehicle dealer, a used motor1 vehicle dealer, or a person approved by the department a fee in an amount2 not to exceed the lesser of five dollars or the direct and indirect costs of3 implementing this subsection (1.7). The department shall deposit the fee4 in the special purpose account created in section 42-1-211 COLORADO5 DRIVES VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).6 SECTION 20. In Colorado Revised Statutes, 42-6-138, amend7 (1)(a), (2), and (4) as follows:8 42-6-138. Disposition of fees. (1) (a) All fees received by the9 authorized agent under section 42-6-137 (1)(a), (2), or (4) or 38-29-13810 (1)(a), (2), or (4) C.R.S., upon application for a certificate of title, shall11 be disposed of as follows: Four dollars shall be retained by the authorized12 agent and disposition made as provided by law; three dollars and twenty13 cents shall be credited to the special purpose account established by14 section 42-1-211 COLORADO DRIVES VEHICLE SERVICES ACCOUNT15 CREATED IN SECTION 42-1-211 (2).16 (2) The authorized agent shall dispose of all fees collected under17 section 42-6-137 (5) or 38-29-138 (5) C.R.S., as follows:18 (a) For a copy of a recorded certificate of title, six dollars and fifty19 cents shall be retained by the authorized agent and disposition made as20 provided by law; and one dollar and seventy cents shall be credited to the21 special purpose account established by section 42-1-211 COLORADO22 DRIVES VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2);23 and24 (b) For assignment of a new identifying number to a motor or25 off-highway vehicle or manufactured home, the authorized agent shall26 retain two dollars and fifty cents and dispose of it as provided by law and27 1339 -15- shall credit one dollar to the special purpose account established by1 section 42-1-211 COLORADO DRIVES VEHICLE SERVICES ACCOUNT2 CREATED IN SECTION 42-1-211 (2). The department shall credit all fees it3 collects under section 42-6-137 (1)(a), (4), or (5) or 38-29-138 (1)(a), (4),4 or (5) C.R.S., to the special purpose account COLORADO DRIVES5 VEHICLE SERVICES ACCOUNT.6 (4) The director shall credit the fee paid by a motor or7 off-highway vehicle dealer pursuant to section 42-6-137 (6) for issuance8 of a certificate of title within one working day after application to the9 special purpose account established by section 42-1-211 (2) COLORADO10 DRIVES VEHICLE SERVICES ACCOUNT CREATED IN SECTION 42-1-211 (2).11 SECTION 21. Effective date. (1) Except as otherwise provided12 in this section, this act takes effect July 1, 2022.13 (2) Section 4 of this act takes effect only if House Bill 22-133814 does not become law.15 SECTION 22. Safety clause. The general assembly hereby finds,16 determines, and declares that this act is necessary for the immediate17 preservation of the public peace, health, or safety.18 1339 -16-
