WHEREAS, Scott Alan Muir (A. M.) Oswell was born on August1
18, 1973, at Mountain Home Air Force Base, Idaho; and2
WHEREAS, Scott A. M. Oswell attended Air Academy High3
School in Colorado Springs, Colorado, and graduated in 1991; and4
WHEREAS, Sergeant Scott A. M. Oswell initially joined the5
United States Marine Corps in 1990 at the age of 17 with his parents'6
consent and was initially assigned to the Marine Corps Recruit Depot,7
San Diego, California; and8

honorably discharged from the United States Marine Corps in 1997 to2
enjoy private life and family; and3
WHEREAS, Specialist 4 (Spec4) Scott A. M. Oswell enlisted into4
the United States Army in 1998 and was assigned to Fort Carson,5
Colorado; and6
WHEREAS, Spec4 Scott A. M. Oswell was offered the7
opportunity to become a helicopter pilot in 2006 and attended training at8
Fort Rucker, Alabama; and9
WHEREAS, Chief Warrant Officer (CWO) Scott A. M. Oswell10
served at Schofield Barracks, Hawaii, and Fort Lewis, Washington, and11
served two tours in Iraq; and12
WHEREAS, Chief Warrant Officer 3 (CW3) Scott A. M. Oswell13
was deployed to Mosul, Iraq, in June 2007 and died on July 4, 2007, in a14
helicopter crash; and15
WHEREAS, CW3 Scott A. M. Oswell's military decorations16
include the Bronze Star, the Air Medal (2 awards), the Army17
Commendation Medals (3 awards) with "V" device for Valor, the Army18
Achievement Medal (2 awards), the Navy Achievement Medal, the Army19
Good Conduct Medal, the Marine Corps Good Conduct Medal (220
awards), the Iraq Campaign Medal, the Global War on Terrorism21
Expeditionary Medal, and the Global War on Terrorism Service Medal,22
and CW3 Scott A. M. Oswell was inducted into the prestigious Sergeant23
Audie Murphy Club; and24
WHEREAS, CW3 Scott A. M. Oswell was buried in July 2007 at25
Fort Logan National Cemetery in Denver, Colorado; and26
WHEREAS, It is only fitting that CW3 Scott A. M. Oswell's27
bravery and his love of his country and his fellow man should be28
recognized so that we may never forget his sacrifice to our great nation;29
now, therefore,30
Be It Resolved by the House of Representatives of the Seventy-third31
General Assembly of the State of Colorado, the Senate concurring herein:32
(1)  That the portion of Colorado State Highway 115 from Mile33

-2- Marker 42 to Mile Marker 43 be designated as the "CW3 Scott A. M.1
Oswell Memorial Highway".2
(2)  That the Colorado Department of Transportation may accept3
and expend gifts, grants, and donations for the purposes of the initial4
placement of signs to mark Colorado State Highway 115 from Mile5
Marker 42 to Mile Marker 43 as the "CW3 Scott A. M. Oswell Memorial6
Highway".7
(3)  That the Colorado Department of Transportation may explore8
a cooperative agreement with the Board of County Commissioners for El9
Paso County for the maintenance of the signs marking the "CW3 Scott A.10
M. Oswell Memorial Highway".11
Be It Further Resolved, That copies of this Joint Resolution be sent12
to the parents of CW3 Scott A. M. Oswell, Nancy and Barry S. Oswell,13
Lt Col, USAF (Ret), of Colorado Springs, Colorado, and his wife Cheri14
and three children, Amanda, Caitlyn, and Ian, of Lacey, Washington; the15
City Council of Colorado Springs; the Mayor of Colorado Springs, John16
Suthers; the Board of County Commissioners of El Paso County;17
Chairman of the El Paso County Board of County Commissioners, Stan18
VanderWerf; the Executive Director of the Colorado Department of19
Transportation; and the Colorado Transportation Commission.20
