The bill may decrease local government and special district expenditures on an ongoing basis beginning in the current FY 2021-22. Appropriation Summary: No appropriation is required. Fiscal Note Status: The fiscal note reflects the introduced bill. Summary of Legislation The bill authorizes a public hospital board of trustees or a board of a health services district in rural areas to engage its respective county public hospital or affiliate, or health service district or affiliate, in certain activities that might be characterized as anticompetitive, result in a monopoly, or displace competition, including: joint ventures; joint purchasing arrangements; joint negotiations with physicians, hospitals, and payers; leases; and agreements that involve delivery system network creation or operation. Entities engaging in these activities are immune from any liability under federal and state antitrust law. Effective Date The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
