The bill creates the Colorado career advisor training program in the department of education (department) to provide training to career advisors in Colorado. The department administers the program. The bill creates in the department the Colorado advisor training program fund (fund) and appropriates one million dollars from the general fund to the fund for purposes of the program. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. Legislative declaration. (1) The general assembly2 finds that:3 (a) Career advising supports youth and adult learners by providing4 essential information to help them navigate careers and jobs;5 (b) Many students and adult learners in Colorado do not know6 what positions or credentials to pursue to secure high-paying jobs, and7 they have difficulty navigating Colorado's education, training, and8 employment landscape;9 (c) Career advisors exist in K-12, higher education, adult10 education, and workforce settings;11 (d) In 2019, as an education leadership council initiative,12 Colorado developed a first-in-the-nation model called the Colorado13 Career Conversations Training project to cross-train career advisors14 across systems. As a result of COVID-19, funding for this project was15 interrupted.16 (e) The past two years have underscored the need for high-quality17 professional development and training to help existing career advisors be18 dynamic and understand the shifting landscape of our state and regional19 job needs and skills; and20 (f) Program evaluations showed that the Colorado Career21 Conversations Training project resulted in a statewide expansion of22 highly trained career advisors focused on high-need sectors of the23 economy and built increased capacity for a more consistent and24 sustainable approach to career advising in Colorado as a model for the25 nation.26 SB22-165-2- (2) Therefore, the general assembly declares that providing access1 to quality career advisors can address Colorado's skill and credential2 attainment gap by helping students and adult learners explore career3 options and complete the necessary education and training to obtain4 quality living-wage jobs in high-need sectors of Colorado's economy.5 SECTION 2. In Colorado Revised Statutes, add 22-10-108 as6 follows:7 22-10-108. Colorado career advisor training program -8 creation - fund - definition. (1) A S USED IN THIS SECTION, UNLESS THE9 CONTEXT OTHERWISE REQUIRES , "COLORADO CAREER ADVISOR " MEANS10 A SCHOOL COUNSELOR , AS DEFINED IN SECTION 22-91-102 (6); ADULT11 EDUCATION ADVISOR ; WORKFORCE CENTER ADVISOR ; OR HIGHER12 EDUCATION ADVISOR.13 (2) T HERE IS CREATED THE COLORADO CAREER ADVISOR TRAINING14 PROGRAM IN THE OFFICE TO PROVIDE TRAINING PROGRAMS AND COURSES15 TO COLORADO CAREER ADVISORS IN AN EFFORT TO EQUIP COLORADO16 CAREER ADVISORS WITH THE SKILLS AND TRAINING NECESSARY TO HELP17 GUIDE INDIVIDUALS TOWARD MEANINGFUL CAREERS .18 (3) T HE DEPARTMENT SHALL ADMINISTER THE COLORADO CAREER19 ADVISOR TRAINING PROGRAM . THE DEPARTMENT SHALL SELECT THOSE20 ENTITIES THAT WILL RECEIVE GRANTS THROUGH THE COLORADO CAREER21 ADVISOR TRAINING PROGRAM AND THE AMOUNT OF EACH GRANT . IN22 ADDITION, THE DEPARTMENT SHALL MONITOR THE EFFECTIVENESS OF23 PROGRAMS THAT RECEIVE FUNDS THROUGH THE COLORADO CAREER24 ADVISOR TRAINING PROGRAM . TO BE ELIGIBLE FOR GRANTS FROM THE25 DEPARTMENT FOR THE PROVISION OF CAREER ADVISOR TRAINING FOR26 C OLORADO CAREER ADVISORS , AN ENTITY MUST APPLY TO THE27 SB22-165 -3- DEPARTMENT IN ACCORDANCE WITH THE TIMELINES AND GUIDELINES1 ADOPTED BY THE DEPARTMENT .2 (4) T HERE IS CREATED IN THE DEPARTMENT THE COLORADO3 CAREER ADVISOR TRAINING PROGRAM FUND THAT CONSISTS OF THE4 MONEY THAT THE GENERAL ASSEMBLY APPROPRIATES TO THE FUND . FOR5 STATE FISCAL YEAR 2022-23, THE GENERAL ASSEMBLY SHALL6 APPROPRIATE ONE MILLION DOLLARS FROM THE GENERAL FUND TO THE7 C OLORADO CAREER ADVISOR TRAINING PROGRAM FUND . ALL8 UNEXPENDED AND UNENCUMBERED MONEY IN THE FUND AT THE END OF9 THE FISCAL YEAR REMAINS IN THE FUND AND IS NOT TRANSFERRED TO THE10 GENERAL FUND OR ANY OTHER FUND , AND THE DEPARTMENT MAY SPEND11 THE MONEY WITHOUT FURTHER APPROPRIATION . THE DEPARTMENT HAS12 CONTINUOUS SPENDING AUTHORITY OVER THE FUND .13 SECTION 3. Safety clause. The general assembly hereby finds,14 determines, and declares that this act is necessary for the immediate15 preservation of the public peace, health, or safety.16 SB22-165 -4-
