The bill creates the Colorado career advisor training program in the department of education (department) to provide training to career advisors in Colorado. The department administers the program. Legislative declaration. (1) The general assembly2 finds that:3 (a) Career advising supports youth and adult learners by providing4 essential information to help them navigate careers and jobs;5 (b) Many students and adult learners in Colorado do not know6 what positions or credentials to pursue to secure high-paying jobs, and7 they have difficulty navigating Colorado's education, training, and8 employment landscape;9 (c) Career advisors exist in K-12, higher education, adult10 education, and workforce settings;11 (d) In 2019, as an education leadership council initiative,12 Colorado developed a first-in-the-nation model called the Colorado13 Career Conversations Training project to cross-train career advisors14 across systems. As a result of COVID-19, funding for this project was15 interrupted.16 (e) The past two years have underscored the need for high-quality17 professional development and training to help existing career advisors be18 dynamic and understand the shifting landscape of our state and regional19 job needs and skills; and20 (f) Program evaluations showed that the Colorado Career21 Conversations Training project resulted in a statewide expansion of22 highly trained career advisors focused on high-need sectors of the23 economy and built increased capacity for a more consistent and24 sustainable approach to career advising in Colorado as a model for the25 165-2- nation.1 (2) Therefore, the general assembly declares that providing access2 to quality career advisors can address Colorado's skill and credential3 attainment gap by helping students and adult learners explore career4 options and complete the necessary education and training to obtain5 quality living-wage jobs in high-need sectors of Colorado's economy.6 SECTION 2. In Colorado Revised Statutes, add 22-10-108 as7 follows:8 22-10-108. Colorado career advisor training program -9 creation - fund - definition. (1) A S USED IN THIS SECTION, UNLESS THE10 CONTEXT OTHERWISE REQUIRES , "COLORADO CAREER ADVISOR " MEANS11 A SCHOOL COUNSELOR, AS DEFINED IN SECTION 22-91-102 (6); ADULT12 EDUCATION ADVISOR; NONPROFIT CAREER ADVISOR; WORKFORCE CENTER13 ADVISOR; OR HIGHER EDUCATION ADVISOR.14 (2) T HERE IS CREATED THE COLORADO CAREER ADVISOR TRAINING15 PROGRAM IN THE OFFICE TO PROVIDE TRAINING PROGRAMS AND COURSES16 TO COLORADO CAREER ADVISORS IN AN EFFORT TO EQUIP COLORADO17 CAREER ADVISORS WITH THE SKILLS AND TRAINING NECESSARY TO HELP18 GUIDE INDIVIDUALS TOWARD MEANINGFUL CAREERS .19 (3) T HE DEPARTMENT, IN COORDINATION WITH THE DEPARTMENT 20 OF HIGHER EDUCATION, DEPARTMENT OF LABOR AND EMPLOYMENT ,21 C OLORADO WORKFORCE DEVELOPMENT COUNCIL , AND THE COLORADO 22 COMMUNITY COLLEGE SYSTEM , SHALL ADMINISTER THE COLORADO23 CAREER ADVISOR TRAINING PROGRAM . THE DEPARTMENT SHALL SELECT24 THOSE ENTITIES THAT WILL RECEIVE GRANTS THROUGH THE COLORADO25 CAREER ADVISOR TRAINING PROGRAM AND THE AMOUNT OF EACH GRANT .26 I N ADDITION, THE DEPARTMENT SHALL MONITOR THE EFFECTIVENESS OF27 165 -3- PROGRAMS THAT RECEIVE FUNDS THROUGH THE COLORADO CAREER1 ADVISOR TRAINING PROGRAM . TO BE ELIGIBLE FOR GRANTS FROM THE2 DEPARTMENT FOR THE PROVISION OF CAREER ADVISOR TRAINING FOR3 C OLORADO CAREER ADVISORS , AN ENTITY MUST APPLY TO THE4 DEPARTMENT IN ACCORDANCE WITH THE TIMELINES AND GUIDELINES5 ADOPTED BY THE DEPARTMENT .6 (4) F OR STATE FISCAL YEAR 2022-23, THE GENERAL ASSEMBLY7 SHALL APPROPRIATE ONE MILLION DOLLARS FROM THE GENERAL FUND TO8 THE DEPARTMENT FOR THE COLORADO CAREER ADVISOR TRAINING9 PROGRAM. 10 SECTION 3. Appropriation. For the 2022-23 state fiscal year,11 $1,000,000 is appropriated to the department of education. This12 appropriation is from the general fund. To implement this act, the13 department may use this appropriation for the Colorado career advisor14 training program.15 SECTION 4. Safety clause. The general assembly hereby finds,16 determines, and declares that this act is necessary for the immediate17 preservation of the public peace, health, or safety.18 165 -4-
