The bill creates the Colorado Career Advisor Training Program in the Colorado 
Department of Education to provide training programs and courses for career advisors 
to develop the skills necessary to assist individuals toward meaningful careers.  The 
bill increases state expenditures beginning FY 2022-23, which are assumed to 
continue in future years.

The bill requires that funding for the program be transferred to the program cash fund via an appropriation from the 
General Fund in FY 2022-23. This transfer is assumed to continue in future years, but may be appropriated at the

Summary of Legislation 
The bill creates the Colorado Career Advisor Training Program in the Colorado Department of 
Education (CDE) to provide training and courses for career advisors to improve skills necessary to 
assist individuals toward meaningful careers. The CDE must administer the program and select 
entities to receive grants and the amount of each award.  The CDE must also monitor the effectiveness 
of programs receiving grant funds.  The bill creates the Colorado Career Advisor Training Program 
Cash Fund in the CDE and requires that the General Assembly appropriate $1.0 million from the 
General Fund for the program in FY 2022-23.  The CDE has continuous spending authority from the 
cash fund. 
State Transfers 
For FY 2022-23, the bill requires the transfer of $1.0 million from the General Fund to the Colorado 
Career Advisor Training Program Cash Fund in CDE. The bill requires that this transfer occur via an 
appropriation from the General Fund to the program cash fund.  The fiscal note assumes that 
$1.0 million will be transferred annually; however, the General Assembly may adjust funding for the 
program at its discretion. 
State Expenditures 
The bill increases state expenditures in the CDE by $1.0 million per year beginning in FY 2022-23, paid 
from the continuously appropriated Colorado Career Advisor Training Program Cash Fund.  While 
the fiscal note assumes the program will have ongoing expenses, actual expenditures in FY 2023-24 
and beyond will depend on the actual amounts appropriated to the fund in future years.  Estimated 
expenditures are shown in Table 2 and detailed below.

Personal services. The Office of Postsecondary and Workforce Readiness (OPWR) will add one lead 
staff to create and oversee grant applications and awards, and to work with one or more community-
based organizations to provide technical assistance and career advisor training.  The OPWR will also 
serve as the primary liaison between the grantees and the CDE.  New staff resources include a senior 
consultant with subject matter expertise, and additional administrative capacity in the Grants 
Program Administration Office and the Grants Fiscal Management Unit. 
 
Career advisor grants. After administrative expenses, $920,874 is available for grants and career 
advisor training in FY 2022-23.  In FY 2023-24 and future years, around $958,000 will be available for 
grants, assuming an annual transfer to the program fund of $1.0 million. 
 
Centrally appropriated costs. Pursuant to a Joint Budget Committee policy, certain costs associated with 
this bill are addressed through the annual budget process and centrally appropriated in the Long Bill or 
supplemental appropriations bills, rather than in this bill.  These costs, which include employee insurance 
and supplemental employee retirement payments, are shown in Table 2. 
Other Budget Impacts 
General Fund reserve.  Under current law, an amount equal to 15 percent of General Fund 
appropriations must be set aside in the General Fund statutory reserve beginning in FY 2022-23.  Based 
on this fiscal note, the bill is expected to increase the amount of General Fund held in reserve by 
$150,000 in both FY 2022-23 and FY 2023-24, which will decrease the amount of General Fund available 
for other purposes. 
School District  
School districts will have increased revenue and workload to participate in the grant program. 
Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his signature. 
State Appropriations 
For FY 2022-23, the bill requires an appropriation of $1,000,000 from the General Fund to the Colorado 
Career Advisor Training Program Cash Fund, and 1.0 FTE. The cash fund is continuously 
appropriated to the CDE.
