ONCERNING A RESOLUTION COMMEMORATING MISSING PERSONS101

WHEREAS, Too many families grieve, hope, and continue to1
search for missing family members; and2
WHEREAS, The awareness, support, and efforts of citizens,3
media, and law enforcement related to the search for missing persons4
must continue; and5
WHEREAS, The public plays a critical role in the success of the6
AMBER and other alert programs; they become the eyes and ears of law7
enforcement and can be on the lookout for missing persons; and8
WHEREAS, The common misconception that a person must be9
absent for at least twenty-four hours before being legally classified as10
missing is dangerous; when there is evidence of violence or of an unusual11
absence, it is critical that an investigation begin promptly; and12
WHEREAS, New advances in technology must be utilized and13
made available to locate the missing; and14

well-being of its citizens, both children and adults; and2
WHEREAS, The designation of Missing Persons Day in Colorado3
will firmly embed the importance of missing persons and their families4
and friends in our state calendar and will raise a level of awareness with5
other cities and states that have already designated a Missing Persons6
Day; and7
WHEREAS, The designation of Missing Persons Day in Colorado8
offers a platform to plan events that will connect families with resources9
to help identify and find their missing loved ones; and10
WHEREAS, Each year in the United States, hundreds of thousands11
of families are faced with what President Ronald Reagan called "the stark12
terror of a unique tragedy" - a missing family member; and13
WHEREAS, On December 31, 2021, the FBI reported 93,71814
active missing persons in the United States, a large portion of them15
juveniles under the age of 21; and16
WHEREAS, Children and adults go missing for a number of17
reasons: They run or wander away and become lost; they disappear under18
circumstances indicating that their disappearance may not have been19
voluntary; or they go missing under suspicious circumstances, indicating20
that they may be in physical danger or the victims of foul play; and21
WHEREAS, In 2002, Colorado Governor Bill Owens signed22
House Bill 02-1083, establishing the AMBER (America's Missing:23
Broadcast Emergency Response) Alert Program in Colorado; named for24
nine-year-old Amber Hagerman, who was abducted and killed in Texas25
in 1996; the program ensures that local law enforcement agencies can use26
Colorado's Emergency Alert System to broadcast information to citizens27
about missing children; and28
WHEREAS, Since 1996, AMBER Alerts have successfully29
recovered 1,085 children in the United States; 97 have been recovered30
with the assistance of the Wireless Emergency Alert system; and31
WHEREAS, In 2021 alone, the National Center for Missing and32
Exploited Children assisted law enforcement and families in the United33

-2- States with more than 27,758 cases of missing children; the organization1
lists 126 active missing child cases in Colorado, with posters circulating2
on more than 60 of those cases; all disappeared from their families when3
they were children; some have been missing for decades; and4

WHEREAS, The designation of Missing Persons Day in Colorado6
helps to ensure that the families and friends of the missing know that they7
are not alone in this tragedy of uncertainties and lack of closure, which8
leads to extreme suffering and long-lasting effects on the health, finances,9
and relationships of those left behind; and10
WHEREAS, Every missing person is someone's child, father or11
mother, sibling, partner, or friend, and every missing person deserves to12
be searched for and found; now, therefore,13
Be It Resolved by the Senate of the Seventy-third General14
Assembly of the State of Colorado:15
(1) That we, the members of the General Assembly, recognize the16
epidemic of the missing in America as "The Silent Mass Disaster" and17
empathize with the ongoing suffering of the families and friends of those18
who are missing;19
(2) That we recognize the importance of raising awareness of the20
number of people who go missing in Colorado each year;21
(3) That we applaud the committed efforts of families, law22
enforcement agencies, and concerned citizens who work to locate missing23
persons;24
(4) That we encourage the continued support of worthy initiatives25
and private and public programs to increase efforts to locate missing26
persons;27
(5) That we hereby designate February 4 of each year as Missing28
Persons Day and support the goals and ideals of the day; and29
(6) That we acknowledge the names, and the families, of the30
Coloradans who are currently missing: Christopher Enoch Abeyta, Victor31
