The bill requires that postsecondary student identification cards issued after 
August 1, 2023 contain crisis and suicide prevention contact information.  The bill will 
minimally increase workload for higher education institutions.

Summary of Legislation 
The bill requires that institutions of higher education print both the phone number and text talk 
number for statewide behavioral health crisis response system (Colorado Crisis Services) and the 
national suicide and crisis lifeline number (988) on any student identification (ID) cards issued after 
August 1, 2023.  ID cards issued prior to August 1, 2023, do not have to be reprinted.  The bill also 
requires that institutions distribute information for Colorado Crisis Services and 988 at the beginning 
of each semester or trimester to any students with ID cards issued prior to August 1, 2023, or to all 
students if the institution does not use student ID cards.  
State Expenditures 
The bill increases workload and costs for institutions of higher education to update ID cards with the 
required information, or to otherwise distribute the information to students.  The exact costs will vary 
by institution and are assumed to be minimal. No change in appropriations is required. 
Effective Date 
The bill was signed into law by the Governor and took effect on March 17, 2023.   Page 2
