The bill requires the Transportation Legislation Review Committee to study the issue 
of nonconsensual towing of crime victims’ motor vehicles.  It minimally increases state 
workload in FY 2023-24 only.

Summary of Legislation 
During the 2023 legislative interim session, the bill instructs the Transportation Legislation Review 
Committee (TLRC) to analyze the issue of crime victims whose vehicles have been nonconsensually 
towed, either by law enforcement or from private property.  The TLRC must make recommendations 
to the General Assembly and may recommend legislation as part of the interim committee bill request 
process.  
State Expenditures 
In FY 2023-24, there will be a minimal workload increase for the Department of Public Safety, 
Department of Revenue, and the Public Utilities Commission, among others, to participate in the 
TLRC’s review of crime victim towing issues.  This workload can be accomplished within existing 
resources.  The study will occur as part of the regularly scheduled committee meetings in the 2023 
interim and, as such, no additional resources are required for the legislative service agencies that staff 
the TLRC.

Local Government 
The bill may add workload to local agencies asked to provide information to the TLRC during the 
2023 interim.  This workload can be accomplished within existing resources.  
Effective Date 
The bill was signed into law by the Governor on May 15, 2023, and takes effect on August 7, 2023, 
assuming no referendum petition is filed.
