technical changes.

The bill amends or repeals obsolete, unclear, or conflicting laws.  The bill also clarifies statutory 
language, but does not change the intent or meaning of these sections of law.  The appendix of the bill

Assessment of No Fiscal Impact 
The bill makes technical changes to laws that do not impact the revenues, expenditures, or workload 
of any state agency or local government.  For this reason, the bill is assessed as having no fiscal impact. 
Effective Date 
The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming no 
referendum petition is filed.
