The bill creates several opportunities for youth to be involved in the review of the state's education standards. Youth representatives shall be appointed as follows: ! The commissioner shall appoint 2 youth representatives to any regional educator meetings; and ! Each local education provider shall appoint 2 youth representatives to any review committees for local education providers. In each instance, the appointing authority shall select the youth representatives from nominations submitted by schools throughout the state, and, if applicable, one must be from an urban area and one must be from a rural area. Youth representatives will serve as voting members of the committees and be reappointed pursuant to each committee's process. The department of education (department) may compensate youth representatives for actual expenses incurred with participation, and, if appropriate, provide a stipend in an amount determined by the department. The department shall promote the opportunities for youth involvement and request schools nominate youth to participate. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, add 24-1-104.1 as2 follows:3 24-1-104.1. State education standards review - review4 committees convened by department of education - youth5 participation. B Y SEPTEMBER 1, 2023, AND BY EACH SEPTEMBER 16 THEREAFTER, THE COMMISSIONER OF EDUCATION SHALL APPOINT YOUTH7 REPRESENTATIVES FROM NOMINATIONS SUBMITTED BY SCHOOLS8 THROUGHOUT THE STATE TO PARTICIPATE IN THE STANDARDS9 DEVELOPMENT PROCESS DESCRIBED IN SECTION 22-7-1005, WHICH10 INCLUDES COMMUNITY ENGAGEMENT . TO THE EXTENT POSSIBLE, THE11 DEPARTMENT OF EDUCATION SHALL SELECT YOUTH REPRESENTATIVES12 FROM BOTH RURAL AND URBAN AREAS . THE DEPARTMENT OF EDUCATION13 SHALL PROMOTE THE OPPORTUNITIES FOR YOUTH INVOLVEMENT TO14 SB23-008-2- SCHOOLS THROUGHOUT THE STATE AND REQUEST THAT SC HOOLS1 NOMINATE YOUTH TO SERVE AS YOUTH REPRESENTATIVES . YOUTH2 REPRESENTATIVES MAY BE REIMBURSED FOR ACTUAL AND REASONABLE3 EXPENSES INCURRED IN THE PERFORMANCE OF THEIR DUTIES AND MAY4 RECEIVE A STIPEND FOR PARTICIPATION IN AN AMOUNT TO BE DETERMINED5 BY THE DEPARTMENT OF EDUCATION .6 SECTION 2. In Colorado Revised Statutes, 22-7-1011, amend7 (2) introductory portion, (2)(c), and (2)(d); and add (2)(e) as follows:8 22-7-1011. Regional educator meetings - purpose -9 recommendations. (2) At a minimum, THE COMMISSIONER AND THE10 EXECUTIVE DIRECTOR SHALL INVITE the following persons shall be invited 11 to attend the regional educator meetings in each regional service area:12 (c) The preschool, elementary, and secondary teachers, principals,13 administrators, counselors, and other special services providers employed14 by the local education providers located in the regional service area; and15 (d) The postsecondary faculty, academic advisors, and16 administrators employed by the state institutions of higher education and17 local district colleges, if any, located in the regional service area; AND18 (e) T WO YOUTH REPRESENTATIVES FROM NOMINATIONS19 SUBMITTED BY SCHOOLS BY SEPTEMBER 1, 2023, AND BY EVERY20 S EPTEMBER 1 THEREAFTER. IF APPLICABLE, ONE YOUTH MEMBER MUST BE21 FROM AN URBAN AREA AND ONE YOUTH REPRESENTATIVE MUST BE FROM22 A RURAL AREA. THE DEPARTMENT OF EDUCATION SHALL PROMOTE THE23 OPPORTUNITY FOR YOUTH INVOLVEMENT TO SCHOOLS THROUGHOUT THE24 STATE AND REQUEST SCHOOLS NOMI NATE YOUTH TO ATTEND REGIONAL25 EDUCATOR MEETINGS . YOUTH REPRESENTATIVES SERVE WITHOUT26 COMPENSATION BUT MAY BE REIMBURSED FOR ACTUAL AND REASONABLE27 SB23-008 -3- EXPENSES INCURRED IN THE PERFORMANCE OF THEIR DUTIES .1 SECTION 3. In Colorado Revised Statutes, 22-7-1013, amend2 (5) as follows:3 22-7-1013. Local education provider - preschool through4 elementary and secondary education standards - adoption - academic5 acceleration. (5) (a) On or before July 1, 2017, and on or before July 16 every six years thereafter, each local education provider shall review its7 preschool through elementary and secondary education standards and,8 taking into account any revisions to the state preschool through9 elementary and secondary education standards, shall revise and readopt10 its standards, if necessary, to ensure that they THE LOCAL EDUCATION11 PROVIDER'S STANDARDS continue to meet or exceed the state preschool12 through elementary and secondary education standards. The local13 education provider shall revise its curricula accordingly to ensure that the14 curricula continue to align with the local education provider's preschool15 through elementary and secondary education standards.16 (b) A S PART OF EACH LOCAL EDUCATION PROVIDER 'S REVIEW,17 REGARDLESS OF TIME FRAME, EACH LOCAL EDUCATION PROVIDER SHALL18 SELECT TWO YOUTH REPRESENTATIVES FROM NOMINATIONS RECEIVED19 FROM SCHOOLS IN THE LOCAL EDUCATION PROVIDER 'S RANGE TO20 PARTICIPATE IN THE REVIEW. IF APPLICABLE, ONE YOUTH REPRESENTATIVE21 MUST BE FROM AN URBAN AREA AND ONE YOUTH REPRESENTATIVE MUST22 BE FROM A RURAL AREA . THE DEPARTMENT OF EDUCATION SHALL23 PROMOTE THE OPPORTUNITIES FOR YOUTH INVOLVEMENT TO SCHOOLS24 WITHIN THE LOCAL EDUCATION PROVIDER 'S RANGE AND REQUEST SCHOOLS25 WITHIN THE LOCAL EDUCATION PROVIDER 'S RANGE NOMINATE YOUTH TO26 PARTICIPATE IN THE REVIEW OF LOCAL EDUCATION STANDARDS . YOUTH27 SB23-008 -4- REPRESENTATIVES SERVE WITHOUT COMPENSATION BUT MAY BE1 REIMBURSED FOR ACTUAL AND REASONABLE EXPENSES INCURRED IN THE2 PERFORMANCE OF THEIR DUTIES.3 SECTION 4. Act subject to petition - effective date. This act4 takes effect at 12:01 a.m. on the day following the expiration of the5 ninety-day period after final adjournment of the general assembly; except6 that, if a referendum petition is filed pursuant to section 1 (3) of article V7 of the state constitution against this act or an item, section, or part of this8 act within such period, then the act, item, section, or part will not take9 effect unless approved by the people at the general election to be held in10 November 2024 and, in such case, will take effect on the date of the11 official declaration of the vote thereon by the governor.12 SB23-008 -5-
