The bill creates several opportunities for youth to be involved in
the review of the state's education standards. Youth representatives shall
be appointed as follows:

appoint youth representatives from nominations submitted

standards development process, which includes community
engagement;
! The commissioner shall appoint 2 youth representatives to
any regional educator meetings; and
! Each local education provider shall appoint 2 youth
representatives to any review committees for local
education providers.
In each instance, the appointing authority shall select the youth
representatives from nominations submitted by schools throughout the
state, and, if applicable, one must be from an urban area and one must be
from a rural area.
Youth representatives will serve as voting members of the
committees and be reappointed pursuant to each committee's process. The
department of education (department) may compensate youth
representatives for actual expenses incurred with participation, and, if
appropriate, provide a stipend in an amount determined by the
department.
The department shall promote the opportunities for youth
involvement and request schools nominate youth to participate.
Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, add 24-1-104.1 as2
follows:3
24-1-104.1.  State education standards review - review4

EPTEMBER 1 THEREAFTER, THE COMMISSIONER OF EDUCATION SHALL7
APPOINT YOUTH REPRESENTATIVES FROM NOMINATIONS SUBMITTED BY8
SCHOOLS THROUGHOUT THE STATE TO PARTICIPATE IN THE STANDARDS9
DEVELOPMENT PROCESS DESCRIBED IN SECTION 22-7-1005, WHICH10
INCLUDES COMMUNITY ENGAGEMENT . THE
 DEPARTMENT OF EDUCATION11
SHALL SELECT YOUTH REPRESENTATIVES FROM RURAL , SMALL RURAL, AND12
URBAN SCHOOL DISTRICTS, AS THOSE DISTRICTS ARE DESIGNATED BY THE13
DEPARTMENT OF EDUCATION . THE DEPARTMENT OF EDUCATION SHALL14

THROUGHOUT THE STATE AND REQUEST THAT SCHOOLS NOMINATE YOUTH2
TO SERVE AS YOUTH REPRESENTATIVES . YOUTH REPRESENTATIVES MAY3
BE REIMBURSED FOR ACTUAL AND REASONABLE EXPENSES INCURRED IN4
THE PERFORMANCE OF THEIR DUTIES AND MAY RECEIVE A STIPEND FOR5
PARTICIPATION IN AN AMOUNT TO BE DETERMINED BY THE DEPARTMENT6
OF EDUCATION. FOR THE PURPOSES OF THIS SECTION, "YOUTH" MEANS THE7
AGE OF ELIGIBILITY FOR MEMBERSHIP IN THE COLORADO YOUTH ADVISORY8
COUNCIL, AS SET FORTH IN SECTION 2-2-1303 (1)(b)(I).9
SECTION 2. In Colorado Revised Statutes, 22-7-1011, amend10
(2) introductory portion, (2)(c), and (2)(d); and add (2)(e) as follows:11
22-7-1011.  Regional educator meetings - purpose -12
recommendations - definition. (2)  At a minimum, THE COMMISSIONER13
AND THE EXECUTIVE DIRECTOR SHALL INVITE the following persons shall14
be invited to attend the regional educator meetings in each regional15
service area:16
(c)  The preschool, elementary, and secondary teachers, principals,17
administrators, counselors, and other special services providers employed18
by the local education providers located in the regional service area; and19
(d)  The postsecondary faculty, academic advisors, and20
administrators employed by the state institutions of higher education and21
local district colleges, if any, located in the regional service area;

EDUCATION.      THE DEPARTMENT OF EDUCATION SHALL PROMOTE THE2
OPPORTUNITY FOR YOUTH INVOLVEMENT TO SCHOOLS THROUGHOUT THE3
STATE AND REQUEST SCHOOLS NOMI NATE YOUTH TO ATTEND REGIONAL4
EDUCATOR MEETINGS . YOUTH REPRESENTATIVES SERVE WITHOUT5
COMPENSATION BUT MAY BE REIMBURSED FOR ACTUAL AND REASONABLE6
EXPENSES INCURRED IN THE PERFORMANCE OF THEIR DUTIES . FOR THE7
PURPOSES OF THIS SUBSECTION (2)(e), "YOUTH" MEANS THE AGE OF8

SECTION 3. In Colorado Revised Statutes, 22-7-1013, amend11
(5) as follows:12
22-7-1013.  Local education provider - preschool through13
elementary and secondary education standards - adoption - academic14
acceleration - definition. (5) (a)  On or before July 1, 2017, and on or15
before July 1 every six years thereafter, each local education provider16
shall review its preschool through elementary and secondary education17
standards and, taking into account any revisions to the state preschool18
through elementary and secondary education standards, shall revise and19
readopt its standards, if necessary, to ensure that they THE LOCAL20
EDUCATION PROVIDER'S STANDARDS continue to meet or exceed the state21
preschool through elementary and secondary education standards. The22
local education provider shall revise its curricula accordingly to ensure23
that the curricula continue to align with the local education provider's24
preschool through elementary and secondary education standards.25
(b)  A

SCHOOL DISTRICT, AS THOSE DISTRICTS ARE DESIGNATED BY THE6
DEPARTMENT OF EDUCATION . THE DEPARTMENT OF EDUCATION SHALL7
PROMOTE THE OPPORTUNITIES FOR YOUTH INVOLVEMENT TO SC HOOLS8
WITHIN THE LOCAL EDUCATION PROVIDER 'S RANGE AND REQUEST SCHOOLS9
WITHIN THE LOCAL EDUCATION PROVIDER 'S RANGE NOMINATE YOUTH TO10
PARTICIPATE IN THE REVIEW OF LOCAL EDUCATION STANDARDS . YOUTH11
REPRESENTATIVES SERVE WITHOUT COMPENSATION BUT MAY BE12

SECTION 4. Appropriation. For the 2023-24 state fiscal year,18
$7,650 is appropriated to the department of education. This appropriation19
is from the general fund. To implement this act, the depatment may use20
this appropriation for content specialists.21
SECTION  5. Act subject to petition - effective date. This act22
takes effect at 12:01 a.m. on the day following the expiration of the23
ninety-day period after final adjournment of the general assembly; except24
that, if a referendum petition is filed pursuant to section 1 (3) of article V25
of the state constitution against this act or an item, section, or part of this26
act within such period, then the act, item, section, or part will not take27

-5- effect unless approved by the people at the general election to be held in1
November 2024 and, in such case, will take effect on the date of the2
official declaration of the vote thereon by the governor.3
