The bill encourages each public school in the state to provide
instruction on cardiopulmonary resuscitation and the use of an automated
external defibrillator to students in grades 9 through 12. The bill requires
the instruction to meet certain requirements.
The bill requires the instruction of cardiopulmonary resuscitation
and the use of an automated external defibrillator to be included in the
curriculum for a high school that participates in the Colorado
comprehensive health education program.

SECTION 1. In Colorado Revised Statutes, add 22-1-129.5 as2
follows:3
22-1-129.5. Instruction in cardiopulmonary resuscitation and4
the use of automated external defibrillators - guidelines and content5

OF CARDIAC ARREST MANAGEMENT PURSUANT TO SECTION 25-53-202,12

DEVELOPED BY THE DEPARTMENT OF EDUCATION PURSUANT TO24
SUBSECTION (3)(a) OF THIS SECTION FOR GRADES NINE THROUGH TWELVE25

(A) INCORPORATE THE PSYCHOMOTOR SKILLS NECESSARY TO5

IMPLEMENT THE CURRICULUM DEVELOPED PURSUANT TO THIS SUBSECTION10
(3)(c).11
SECTION 3. In Colorado Revised Statutes, 22-25-105, amend12
(3)(a) as follows:13
22-25-105. Review of local comprehensive health education14
programs and local student wellness programs - allocation of funds15
by the state board of education. (3) (a) The state board of education16
shall establish a review and prioritization process for the allocation of17
available funds to school districts, boards of cooperative services, and18
facility schools based upon applications submitted to the department of19
education and giving due consideration to the guidelines developed20
pursuant to section 22-25-104 (3)(a) SECTION 22-25-104 (3). Funding may21
be made available to districts or facility schools to implement portions of22
a comprehensive health education program or portions of a local student23
wellness program that are coordinated with health education, according24
to the needs of the individual school district or facility school. Pursuant25
to the review and prioritization process, the state board of education shall26
allocate available funds to the applying school districts, boards of27

-3- cooperative services, and facility schools based on whether the state1
board of education finds that a school district, a board of cooperative2
services, or a facility school has planned or developed a local3
comprehensive health education program or a local school wellness4
program that will serve the objectives of this article. Funding for local5
comprehensive health education programs and local school wellness6
programs may include, but shall not be limited to, the implementation of7
training programs, in-service education institutes, and curriculum8
development programs for staff who shall instruct in comprehensive9
health education or for staff who shall instruct in or otherwise provide10
services through student wellness programs that are coordinated with11
health education. The state board of education shall not allocate funds to12
school districts, boards of cooperative services, or facility schools13
pursuant to the provisions of this subsection (3) until the department14
determines the amount of money that will be available for allocation.15
SECTION 4. In Colorado Revised Statutes, 22-25-106, amend16
(3) introductory portion as follows:17
22-25-106. Local comprehensive health education programs18
- local student wellness programs - establishment of comprehensive19
health education advisory councils. (3) In addition to the requirements20
of section 22-25-104 (3)(b) SECTION 22-25-104 (3), each school district21
and board of cooperative services is encouraged to include instruction in22
its local comprehensive health education program which:23
SECTION 5. Act subject to petition - effective date. This act24
takes effect at 12:01 a.m. on the day following the expiration of the25
ninety-day period after final adjournment of the general assembly; except26
that, if a referendum petition is filed pursuant to section 1 (3) of article V27

-4- of the state constitution against this act or an item, section, or part of this1
act within such period, then the act, item, section, or part will not take2
effect unless approved by the people at the general election to be held in3
November 2024 and, in such case, will take effect on the date of the4
official declaration of the vote thereon by the governor.5
