The bill requires the Colorado Department of Education to adopt curriculum for 
instruction in the use of Cardiopulmonary Resuscitation (CPR) and the use of 
Automated External Defibrillators (AEDs), and encourages all schools to adopt 
curriculum for CPR and AEDs.

The  fiscal note reflects the enacted bill. 
Summary of Legislation 
The bill requires the Colorado Department of Education (CDE) to update the Colorado comprehensive 
health education program to include curriculum for Cardiopulmonary Resuscitation (CPR) and the 
use of Automated External Defibrillators (AEDs).  This curriculum must include a program from the 
Office of Cardiac Arrest Management in the Colorado Department of Public Health and Environment 
(CDPHE).  The bill strongly encourages schools to instruct students in grades 9-12 in CPR and 
AED use.  
State Expenditures 
The CDE will have a minimal increase in workload to develop the required curriculum for CPR and 
AEDs.  The CDPHE, which currently has a program to promote the use of AEDs, will coordinate with 
CDE on the new curriculum.  Once developed, CDE will update its support documents and program 
applications to include the new materials.  This increase in workload is minimal and does not require 
additional appropriations.   Page 2

School District   
School districts are encouraged to adopt a curriculum for the instruction of CPR and AED, and will 
have access to the curriculum developed by CDE and state agencies.  School districts have local control 
of all curriculum and any changes to coursework or instruction will be made within existing budgets. 
Effective Date 
The bill was signed into law by the Governor on March 23, 2023 and takes effect on August 7, 2023, 
assuming no referendum petition is filed.
